Box 1179 Southold, New York 11971 Fax (516) 765-1823 Telephone (516) 765-1800 MINUTES Present were: Dick Ryan, Reed Jarvis, Fred Lee, Ray Huntington, Melissa Spiro and Marian Sumner. Minutes of the October 16, 2000 meeting accepted as drafted. New Applications: None. Old Applications: Cullinane - (10-1-1.2) PLT (Marian Sumner) reported that Ms. Cullinane would like to site three potential houses (5 acre zone) on the reserved portion, but will cluster them on 10 acres and return 5 acres for preservation. LPC disposition depends upon the sketch plan determination data. Original LPC offer (2 house sites) still in place. Manor Grove- (53-1-1.2) Appraisal (Given Assoc.) still in works, will be available within two weeks. Hubbard- (55-5-11.4-11.4 & 59-4-8,9 & 63-1-1.6 & 59-10-2 & 74-2-15) Site assessment, survey contracts underway. Closing by 12/10/00 anticipated. Neuer-Sutermeister - (56-1-6) Contract developing. County interest in 50/50 remains undetermined. Environmental assessment report ordered by Town. Fred- (56-4-6) Closing on gift anticipated in November. Doroski - (69-1-9) Prefers no County involvement. Offer accepted. -2- Blum - (75-5-1) Awaiting appraisal (Given Assoc.). Simon - (86-1-10.9) Awaiting appraisal (Given Assoc.). Schreiber - (95-1-4) Awaiting sketch plan determination. Starkie - (96-3-2) Appraisal reviewed in executive session. Appraisal requires continuing review toward determination. An offer at our next meeting. Goerler - (96-3-4.1+) Closing date being determined. Jenkins- (102-2-2.3) Awaiting survey (Metzger). McGunnic~le - (106-6-14) Dick Ryan contacted Ms. McGunnigle's attorney. He will contact again after 11/1. Scott - (102-2-23) Appraisal reviewed in executive session. Appraisal requires continuing review toward determination of an offer at our next meeting. J & C Sidor - (107-10-6) Awaiting final subdivision approval. Pollio - (108-1-1.1) County has orderd appraisal toward 70/30 funding. Executive Session - as noted above. Miscellaneous - General discussion of land preservation opportunities resulted in only general intent. Noreen McKenna's letter of resignation from the LPC was received and her good service noted. Town Board disposition of the suggested guidance for CPF implementation (2% transfer tax parcel exemption issue) remains open. The Land Preservation Coordinator, Melissa Spiro reported that at the urging of Southold~ the Suffolk County Farmland Committee will forward a resolution to the County Legislature to expand the "red dot" list to include all appropriate parcels or at least allow free substitution. The County Planning and Real Estate Departments will draft the amendment for adoption by the County Legislature.
