The Board will not require a site plan application for this property, however, in order to comply with the Town Code, the Board will require an "as built" plan showing the following: 1. A vegetative buffer, consisting of a double row of four foot high evergreen trees staggered ten feet on center, planted on top of the berm. The existing deciduous shrubs are inadequate for screening purposes. 2. Area designated for storage and parking. Kassner Site Plan Reviewer cc: James Hubbard MEMORANDUM - Site Plan TO: Planning Board FROM: Bob Kassner, Site Plan Reviewer RE: Kevin Terry / Port-A-Potty Carroll Avenue, Peconic SCTM# 1000-74-3-19.1 REVIEW Complaints have come in to the Building Department regarding port-a pottys and trucks being stored on the above property. In addition, Mr. Terry has cut the vegetative buffer to the residential property to the east (~Jim Hubbard). Mr. Forrester told Mr. Terry to visit with the Planning Board to review the situation. On 9-2 I met with Mr. Terry and gave him a site plan application. On 9-3 I made a field inspection of the property. Mr. Terry has placed a dirt berm 7' high and 10' at the base around the property. Small non-evergreen shrubs have been placed on the top of the berm adjacent to Mr. Hubbards house. A low wet area was found at the south east part of the property in a depression, causing a drainage problem. The north side of the property boarders the LIRR and the south side is the Towns ball field. The east is Mr, Hubbards house and the west is property of Dickerson. Dust from this berm is blowing into Mr. Hubbards house. The berm has been alerted to allow Mr. Hubbards garden to be undisturbed (Mr. Hubbards garden is on Mr. Terrys property). Rye seed has been placed on the berm, however this will be washed away at the first rain. Eventually weeds will grow on the berm and solve the dust problem. RECOMMENDATION A possible solution would be to increase the width of the top of the berm and to plant a double row of evergreens 6' high and 10' on center on the top. A site plan shol~ld be required showing the above and tile areas reserved for parking and the sterage of the port-a- pottys. I recommend that the Board field inspect the property for alternate solutions.
