Walter Kapp, Esq., and Mr. & Mrs. Barzac, appeared before the Board to ~scuss the application. It was stated the applicant intends to use the property for a beauty parlor. It was pointed out-that the surrounding areas are zoned ~B"-Business-District. The Chairman questioned the suitability of the proposed location for a beauty shop in view of the fact'this property adjO~ a potato grading station . Mr Barzac pointed out there was a strip of land betweenthe potato grading station and the proposed beauty shop. This strip Of land is used as a private club and trees have been planted. The serves as a ~ffer strip between the potato grading stationand the property in question. The Chairman advised the applicant that the Planning Board can only recommend a changeof zone andre, final decision is up to the Southold Town Board. On:motion by Mr. Moisa~ seconded by Mr. Coyle~ it was RESOLVED that the Southold Town Planning Board doesfavorable recommend to the Southold Town Board the change of zone from "A" Residential and Agricultural District to "B-2" Business district on the above described property. The Board feels this is a reasonable request-inview of the ~factt~e,~is buSiness property adjoining the property in questimn, and business property across the street from the property in queRtion. The Board also points out'there is a buffer strip between this proposed change and the potato grading station. VOte of theBoard: Ayes:- Mr. Wickham, Mr. Moisa, Mr. Un~lbach, Mr. Coyle. Southold Town Planning Board -3-r March 7~ 1967 ~4r. Henry"Smith and Lefferts P. Edson, Esq., appeared before the Board in regard to the subdivision to be known as Laughing Water~. Section II. This applicationhas been discussed previously by the Board and the applicant. Mr. Smith stated that municipal water.will be brought into the subdivision. It-was stated that the present municipal waterlmains are apprOXimately one mile from the applicant's proposed subdi~sion. Mr. Van'Tuyl stated that all the lots in the subdivision are 20~000 square feet, theywere figured very'close. The Chairman advised the applicantthat the PlanningBoard'would require a statement from the people Who will be supplying the water and the Planning Board, will require a copy of the contract~. Mr.~ Smith stated the entiresubdivision would have public water once it was put it, however at the present time he would like approval or'the layout of the roads so he could ~ commence work on them. The applicant'statedthat the basin showed on the subdivision plan was pretty well cut in, however~ it wasn't completed yet. The question was .raised about existing barns on the property. The applicant stated these have been removed. The Chairman suggested that theroad leading to the water and beach should be 50 feet-wide instead of 30 feet~wide and noted maintain the ~hole beach as private. It was suggested that 100 feet'of the beach be reserved for possible dedication to t he Town in case the applicant decided to dedicate the roads in the subdivision. The Board advised the applicant theywould make a decision on the request for approval of the layout'of the roads latter in t~e evening. Lefferts P.-Dson and Mr. Henry Smith appeared before the Board with a proposal to abandon lots number'lB to 24 in Pec~ic~Homes~ ,map number 4181 in the-County'Clerk' and a prAiiminary plan to file Section II of~Peco~ic-Homes~~ at Peconic~ New York. ~ Mr.~ EdsOn stated that there has been three or' four'lots sold in th'e southerly'part of the subdivision. Mr. Edson pointed out there was a proposal for an extension or-Sound View Ave~ueand~ pointed this out-on the survey submitted. The question of easing the curve in the proposed SoUnd View-Avenue was raised andthis was discussed. It was also pointed out that-Sound View Avenue is clear of Marsh land, The'Chairman stated he would want to, look at-th-is proposal on ~ map of the whole area. The land use map was looked at to determine the location of the proposed~Sound View Avenue. It-was pointed out that no property has been sold where the proposed abandoment will be. It was unanimously agreed that the abandoment of lots 13 to 2~ inclusive in Peconic Homes~ would be acceptable, however the Board wants to make a field inspection of the rest'of'the proposal. The Planning Board receivedfrom the Southold Town Board the original petition of Steve J. Doroski,. MiddleRoad, Southold, New York, relative to a change of zone from "A" Residential and Agricultural District to "B" Business District, with instructions to prepare an~official report defining the conditions described in the petition and determine the area so effected. Item number 12 was ma~ed off.on said regulatiuns and it was pointed out to him this was the section of the,regulations-he was violating athis subdivision known as Cleaves~Point,- Section III.
