There were present: Messrs: JOhn Wickham~ Chairman; Henry Moisa, Alfred Grebe~ William'Unkelbach, Frank'Coyle. Also present: Howard Terry,-Buil~ding Inspector; Otto Van Tuyl, Consultant, Lawrence'Tuthill, Engineer. The Chairman read the legal notice ofhearing and the affidavit attesting to its publication in the official newspaper of the Town'cf'Southold. THE CHAIRMAN: The final map has been signed by'the Director of Eviromental Sanitation, under date of February 28, 1967, The park and playground provision has been met, and per our discussion of the last meeting an. additional condition has been met on the map area between the beach and northerly most road as park and playground area. At this time is there anyone present who wishes to speak in opposition to this Subdivision? ~(~here was no response..) ~ TERRY'-- Do the ~rai~age basins and so forth show on this map? MR. VAN TUYL: Yes. THE CHAIRMAN: Is there anyone present who wishes to speak in favor of this Subdivis~n ? ~R. VANTUYL: We had a telephone conversation with Mr. Grimes, who is the attorney for the subdivision and he said he expected to be at this meeting here tonight. He ask~that someone from our firm be here to answer questions. Southold Town'Planning Board -3- April 11,1967 THE CPL~IRMAN: We will recess this at this point. So far as I~ am able to determine there is nothing out,of order. If Mr. Grimes is going to attend we had better wait until that time. Mr. Henry'Smith and Lefferts P~ Edson, Esq., appeared before the Board in regard to thesubdivision to be known as Laughing Water, Section II. The PlanningBoard advised the applicant they.would require a copy of the proposal on the dredging to be done. The applicant stated that he had been before the Town Trustees with a proposal for dredging, how- ever they were holding their decision pending the recommendation of the'~lanning Board. The' Chairman stated theyneeded a full plan of the dredging proposition so that'the Board could have a full picture of the proposal. Mr. Van Tuyl drew in on the surveymap submitted the existing salt pond. The question of progress on the road were raised. The applicant stated that the roads were pretty~well roughed in. The question of laying~ of the water mains was also raised. The applicant stated that the Village of Greenport-Water Company.will lay the water mains up to the subdivision, and the applicant will lay.water mains inthe subdivision. The Planning Board advised the applicant theywould require a copy ofthe contract with the water company for the installation of the water mains. The applicant stated he would send a copy of theplan submitted to the Army'Engineers and a copy of the application to the Town Trustees will be made an~laced on file. Mr. HenrySmith and Lefferts P. Edson, Esq., appeared before the Board in regard to the extension of:Sound Vie~ Avenue Xn Peconic. Mr. Van Tuy! presented an overall plan of the area in'question and the property to the west. The line followed by-::~"L0ng Island Lighting~Company Power'Line ~aS~ sh0wnfrom~PeC~niC west to Mattituck. ~The-Chairman suggested that-the proposed road be started five' feet away fr0mthe Long Island Lighting Company power line. The future extension of Sound View Avenue west~ was discussed at some lenght. Southold Town Planning Board -4- April 11, 1967 On motion by Mr. Moisa, seconded by M_r. Grebe, it was RESOLVED that preliminary approval be given for-the extension of Sound View Avenue as proposed by Henry'J.~Smith, Peconic, New York, shown on survey map by Otto Van Tuyl & Son, map dated March 24, 1967, The proposed extension for Sound View Avenue shall be started at least five feet away from theLong Island LightingCompany power lin~ on the northerly side as directedby the Planning Board. Wright) on Fishers Island~ Town of Southdd, hereby applies to you to lay out a highwmy'on said Island robe known as Winthrop Drive, a description of which highway is more particularly described on-Exibit A attached hereto. Planning ~..~ , ~ Southold Town/Board 8f ???ct~ ~5- April 1!, 1967 This applicationwas discussed by the'Planning Board On motion by Mr. Wickham, seconded by Mr. Unkelbach, it was RESOLVED that the'Southold Town Planning Board recommend to the Southold Town Board the acceptance of Winthrop Drive~ Fishers Island~ New York~ as a Town Highway, said highway being described in-'Exibit'A in the-application for dedication torthe Town' of Southold. The Planning Board recommends the acceptance bythe Town Board as seon as all the improvements recommended by the Superintendent of Highways are met. Vote of the Board: Ayes:- Mr. Wickham, Mr. Moisa, Mr. Grebe, Mr. Unkelbach, Mr. Coyle. Mr. George Ahlers and Irving Latham- appeared befaore the Board in regard to dredging in Jockey'Creek, Southold. This dredging is to be done at Hill Road in Southold. The applicant proposed to dredge a canal 550 feet long. There is a natural gutter 50 feet wide. The applicant intends to dredge 25~eet and there will be 25 feet of the gutter remaining which in ~' his opinion will serve as a barier. The chairman advised that he had inspected the property in question~ and found there was sand very close to the surface. The~ Chairman did not recommend dreding in this area. Much discussion was held on this. The-Board agreeded to have Mr. Lawrence Tuthill, Engineer, to hlook into this matter. The Board requests the engineer to take a soil sample of the area, of both the sand an~ mud and prepare a proposal on how a mud seal may 'be used and establish hydrological radiance and so forth. On motion by Mr. Uzzkel~, secOnded by'Mr. Grebe, it was RESOLVED thatthe minutes of the Southold Town Planning Board dated March 7~ 1967, be approved as submitted. Vote of the Board: Ayes:- Mr.~Wikcham, Mr. Moisa, Mr. Grebe, Mr. Unkelbach, Mr.- Coyle. $outhold Town Planning Board -6-: April 11, 1967 A letter was written to the Town-of Vestal recommending the sSz-~ices of' Raymond &~May'Associates for a Master Plan. A letter was written to Dawn Estates, Inc. advising them they should provide for easement'for thedrainage pipes when the sell the lots that the pipes now c~oss. The hearing on the Map of Birch Hills At Cuthhogue was recessed ~ntil the next meeting of the Southold Town Planning Board. The next meeting of the' Southold Town Planning Board will be held at 7:30 P.M., Tuesday, May 9, 1967, at the Town Office, Main Road, SoUthold, New York. The meeting was adjourned at 10:30 P.M.
