HomeMy WebLinkAboutLP-05/29/2012LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meetin9 held Tuesday, May 29, 2012 at 7:00 p.m. Members Present: John Sepenoski, Chairman Sam McCullough Allan Connell Lillian Ball Maureen Cullinane (7:20 p.m.) Members Absent: Also present: Eric Keil Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Al Krupski, Town Board Liaison Laura Klahre, Land Management Specialist II Stephen Searl, Peconic Land Trust (7:15 p.m.) Commencement: · The meetin9 began at 7:10 p.m. with four LPC members present. Adoption of Meeting Minutes: · Acceptance of meeting minutes from May 1, 2012 MOTION made by Sam McCullough, seconded by Maureen Cullinane, to accept the Land Preservation Committee meeting minutes from May 1,2012. Motion carried: 4/0/1 (Allan Connell abstained) Land Preservation Applications and Inquiries: · APPLICATION / INQUIRIES Update/discussion re: Farmland PDR applications o SCTM #1000-112-2-1 8, 2 (Macari Property) Review appraisal [executive session] HOLD - not reviewed at this time The members entered into EXECUTIVE SESSION. o Update/discussion re: Farmland PDRapplications [executive session if discussion includes values and/or appraised values] Melissa gave update on status of applications and anticipated funding available. Update/discussion re: Open Space applications [executive session if discussion includes values and/or appraised values] Melissa gave update on status of applications and anticipated funding available. END OF EXECUTIVE SESSION Laura Klahre gave presentation on grant funding opportunity through the Heritage Program Funds for the Sepenoski Open Space application. These properties meet with the grant qualifications. Grant proposal is due mid July 20'12, and project could be awarded up to $500,000 towards acquisition. LPC is not in favor of pursuing grant funding on the Sepenoski Open Space project at this time due to limited funding resources available to match grant. MOTION made by Sam McCullough, seconded by Maureen Cullinane, that with regret, the Land Preservation Committee is not able to pursue a grant on the Sepenoski project at this time due to limited funding available to complete a closing on the project within a reasonable timeframe due to priority of other projects currently under contract with the Town. Motion vote: 31'11'1 (Lillian Ball voted no; John Sepenoski abstained due to family relationship to landowner) SCTM #1000-117-1-4 Inquiry regarding potential donation of 0.34 acre parcel Christine Pepe, daughter of landowner Anthony Pepe, contacted Melissa regarding donation of a small lot (wetlands) to the Town. LPC is favorable to the acceptance of this land donation and directed Coordinator to contact Ms. Pepe for further details. LPC directed Coordinator to discuss this donation inquiry with the Town Board. Applications & Inquiries for Uses or Structures on Preserved Property: · None Stewardship and Management: · Sound View Dunes Park Kiosk sign Laura Klahre presented drafted trail map to LPC. This map is now being reviewed by Suffolk County for County approval to display in kiosk at Sound View Dunes Park. Laura requested that all comments regarding the trail map be directed to her via e-mail by Friday, June '1 ~t. Lillian Ball suggested the use of "universal signs" to be added to bottom of mapping. Monitoring Reports o SCTM#1000-74-4-4.1 thru 4.6 (Hubbard) o SCTM #1000-74-4-4.9 (Hubbard f/k/a NYS Federation of Growers & Processors) o SCTM #1000-74-5-15 (1375 Peconic LLC f/k/a Blum) o SCTM #1000-75-1-15.4 (ML Main Road LLC f/k/a Blum) o SCTM #1000-75-1-17.2 (ILEX VM LLC f/k/a Cichanowicz) o SCTM #1000-75-2-15.2 (Mattabella Vineyards Holding Co f/k/a Nierodizik) Ray Huntington's monitoring resulted in good/excellent property condition reports on the above easements. Melanie will send out copies of reports to respective landowners. · SCTM #10090-53-1-1.2 (Manor Grove) Review Draft RFP HOLD - not discussed due to time constraints General Land Preservation Items: · PRESERVATION PROGRAM PROCESS AND RANKING [executive session] o Re: Open Space HOLD - not discussed due to time constraints Next Regular Meeting: · The next regular meeting will be held on Tuesday, June 12, 2012 at 7:00 p.m. in the Annex Executive Board Room.
