MS4 COMPLIANCE COMMITTEE
Minutes of November 28, 2011
Present: Trustee John Bredemeyer, Jennifer Andaloro, ATA, Jamie Richter, Engineering
Inspector, and John Sepenoski, GIS Technician III.
NOTE:
The attendees at this meeting determined not to take any formal actions
and determined not to proceed with the Agenda. However, certain
outstanding topics were discussed as set forth below:
I. MS4 Local Law:
Jamie and John S. will commence work on a power point presentation for
the public information session which will be scheduled for some time at
the beginning/mid of January 2012. The public information session power
point will include the following:

introduction - purpose of the meeting, i.e., not a public hearing;
purpose of the MS4 regulations and what the public will get out of
the Program;
existing Program - general points regarding Chapter 236;
additional regulations and process;
questions/references; and
contacts for questions going forward.
The public meeting should take place in the Meeting Hall and all Town
Board members should be invited. The Committee discussed having a
moderator present at the meeting to remind the public that the purpose of
the meeting is to provide information, as opposed to the public hearing,
where the public will be welcomed to comment on the substance of the
law. The public meeting will have to be published and posted by the
clerk.
The Committee may want to have an additional internal meeting, prior to
the public information meeting to go through the power point.
Simultaneously with the preparation for the public meeting, Jamie, John
S. and Jen will continue revisions to the draft model Local Law.
Comments to the draft will be due on Monday, December 12, 2011 and
the draft Local Law will be circulated internally to pertinent Town
Departments (Building, Trustees, Highway, Police, ZBA, Planning, CAC,
Code Enforcement, Bay Constables, etc.). These Departments will also
be invited to attend the Code Committee meeting, which ideally will be
scheduled for sometime during the week of December 19th.
II. There are certain deadlines coming up in March 2012. An email will be
circulated to the Committee with the details.
