HomeMy WebLinkAbout12/01/2004Town of Southold Hamlet Study MEETING MINUTES SOUTHOLD HAMLET STAKEHOLDERS MEETING DECEMBER 1, 2004 Present: Stakeholders: Susan Boyles, Kathleen Dolomite, Susan Fisher, Alice Hussie, William Johnson, Dino Kontokosta, John May, Tom McCarthy, Rich Mullen, John Nickles Jr., Anton Provetz, John Rooney, Marion Salerno, Ray Tamayo, Buddy Johnson and Leslie Weisman. Non-Stakeholders: Valerie Scopaz, Pat Moore. Minutes of November 9, 2004 meeting were reviewed: · Under "Hamlet Center Goals" Mattituck was changed to Southold. · Lot sizes in the HALO zone were discussed. The group agreed that 1/4 acre minimum lot size was appropriate and a minimal number of scattered 1/8 acre lots would be acceptable. · Minutes were accepted. HALO Zone: The Hamlet Locus (HALO) floating zones were discussed. Using the areas between Main Road and the North Road. (south to north) and Ackerly Pond Road to Laurel Lane. (west to east), the following questions were raised: · What lands are available for development? · Where does housing work best? The group agreed to hold further discussions of these questions when Southold Town Planner, Valerie Scopaz arrived. HamletSustainabilitF Principle: The Principals were reviewed and accepted with the following additions and/or amendments: 1. Human Scale-accepted as stated. 2. Streetscape-Should be a hierarchy of widths, keep existing roads from becoming wider. 3. Circulation-Keep road widths to a minimum, Encourage not using curbing, Use of pavers to define pedestrian crossings. 4. Design-Regulation of building design is necessary, Municipal parking will need to increase as Hamlet HALO Zone development takes place. 5. Infrastructure-Must be available for areas in HALO Zone stated for development. 6. Maintenance-Accepted as stated 7. Enterprise-Encourage diversity ofbusiness types and usage. 8. Housing-Accepted as stated. 9. Open Space-Statement changes, "Southold Hamlet" to Southold Town, "Hamlet Center" to HALO Center. 10. The ~VorMng Lan&cape-Accepted as stated. 11. Historic Resources-Accepted as stated. SoutholdHamlet Centerlssues: "Hamlet Center" was changedto Southold Town. The group reviewed the (7) Hamlet Center issues from the stakeholders "strength and weakness" exercise and assigned Preserve, Add, Remove or Prohibit to each of the (7) issues responses. Some responses were removed & others were expanded upon. HALOZone: Discussions with Town Planner, Valerie Scopaz. · What lands are available for development? · Where does Housing workbest? Ms. Scopaz said she could provide the group with a list of undeveloped properties in the HALO Zone that could be used for development. She could also provide a list of properties that contain development, but were not developed to their maximum and can absorb more. This information would be provided at the next meeting. Affordable Housing: The number of affordable housing units was discussed but no decisions were made. In addition, the group felt that further study ofthe South side of the HALO Zone should be undertaken. Mr. Cleary will attend the next meeting. The meeting was adjourned at 8:20pm.
