HomeMy WebLinkAbout11/09/2004Town of Southold Hamlet Study MEETING MINUTES SOUTHOLD HAMLET STAKEHOLDERS MEETING NOVEMBER 09, 2004 Present: Stakeholders: Ray Tamayo, Rich Mullen, Marian Salerno, Sue Fisher, John May, Leslie Weisman, Donald Wilson, John Rooney, John Nickles, Jr. and Kathleen Dolmite. Non-stakeholders: Pat Moore, Tom Wickham, Patrick Cleary and Phillip Beltz. Hamlet Center BoundarF: Although consensus was reached m the last meeting regarding the hamlet boundaries, discussion ensued about including additional areas. Members reiterated that the boundary line was drawn to reinforce the ability of persons to walk to various points within the hamlet as opposed to driving. Hamlet Center Image Elements': A Southold Hamlet Image Map was provided along with descriptions of the five hamlet forms: paths, edges, districts, nodes and landmarks. The group adopted the following suggestions: Colonial Quarters should be added as a district, the 7/11, Fire Department and IGA should be included as nodes. St. Patrick's church and the Presbyterian Church will be added as landmarks and Colonial Village will be excluded. HALO Zone: Hamlet Locus (HALO) floating zones are those areas that support residential development outside of hamlet centers. Handouts were provided that described: HALO zone background and purpose, standards and requirements. The concept of the halo zone promotes the ability to save open space in rural/agricultural areas while compensating with increased housing in the halo zone. The creation of halo zoning provides incentives that will yield increased density with a variety of housing types (attached housing, townhouses, garden apartments, accessory apartments, etc.) After significant discussion regarding how much development and growth the hamlet and Town can support, the group concluded that with a diversity of housing the hamlet could support additional development, including affordable housing. Acceptable varieties in housing include: two-family and multi-family dwellings, condos, garden apartments and owner-occupied accessory apartments. In recognition of this housing diversity, the group agreed that 1/4 acre minimal lot size was appropriate and a minimal number of scattered 1/8-acre lots would be acceptable. HALO zone development will be discussed m the group's next meeting. Due to the limited amount of available land for development, land between Main Road and North Road (Routes 25 & 48) from south to north and Ackerly Pond Lane and Laurel Lane from the west to east will be considered SustainabililF Principles: A handout was provided however this was not discussed. It was suggested that group members discuss this amongst themselves at their next meeting. Hamlet Center Issues: Patrick provided the group with a list of "issues" (i.e. strengths and weaknesses) that were recorded from previous meetings. Hamlet Center Goals: This exercise will determine those hamlet center issues listed above that it wishes to: t~reserve, add, remove ort~rohibit. The group will complete the Southold hamlet center goal matrix at its next meeting. Next Meeting Items: The group will reconvene a meeting on Wednesday, December 1st from 6-8 pm at the Southold Library and complete exercises as noted in the minutes. The meeting adjourned at 8:10 pm.
