STAKEHOLDERS MEETING JULY 15~ 2004
The meeting commenced at 7:15 p.m. with Supervisor Horton providing opening remarks
that included his gratefulness to stakeholders for volunteering to serve the Town of
Southold with the hamlet study. He remarked that the hamlet study was commissioned
by the Town Board to define hamlet boundaries as well as to provide a mechanism to
foster development in the future. Stakeholders will also make recommendations
regarding their hamlet's infrastructure needs (parking, roads, etc.). The Supervisor also
referenced that the Draft Generic Environmental Impact Statement (DGEIS) sparked the
community visionary process and that the hamlet study will complement the DGEIS
smart-growth planning principles. Patrick Cleary of Cleary Consulting was introduced to
provide a hamlet study overview.
Mr. Cleary also thanked the group for volunteering their time to assist him with the
hamlet study. Some highlights of the hamlet study are as follows: · Definition ofhamlet-a designated place/small village
· Southold's hamlets-Laurel, Mattituck, Cutchogue, Peconic, Southold, Greenport
West, East Marion and Orient
· Why focus on hamlets-smart growth and sustainable development
· HALO zones-those areas adjoining hamlet centers or in proximity to hamlet
centers
· Stakeholder Tasks-formalize hamlet center boundaries; establish HALO zones;
identify hamlet strengths and weaknesses; determine hamlet vision and goats,
identify potential improvements and projects; chart implementation strategies
and create hamlet plan.
· Ground Rules-promote affordable housing; preserve open space and support
transportation efficiency.
Mr. Cleary led the group with two hamlet planning exercises: cognitive hamlet mapping
and strengths and weaknesses. He closed in providing the timeframe: the group will be
meeting by hamlet regions on a consistent basis and recommendations will be made to
the Town Board in the fall. All participants will be given a Hamlet Center resource
catalogue before their next meeting.
The Supervisor closed the meeting with questions from the audience. He informed the
group that his assistant, Joanne Ligouri, will be the Town's contact person and can be
reached at 765-1889. The audience convened into their specific hamlet group for
introductions and informal discussion.
