Hamlet Study
MEETING MINUTES
PECONIC HAMLET STAKEHOLDERS MEETING
NOVEMBER 18, 2004
Present: Stakeholders: Bill Grigonis, David Cichanowicz, Ray Blum and Ellen
Carbonell. Non-stakeholders: Mark Terry, Patrick Cleary and Phillip Beltz
The meeting commenced at 6:05 p.m.
Review of Hamlet Center BoundarF: Stakeholders thought that Ray Blum's wine
tasting barn should be included within the hamlet center boundary.
Hamlet Center Image Elements: A Peconic Hamlet Image Map was provided along
with descriptions of the five hamlet forms: paths, edges, districts, nodes and landmarks.
The group did not have any recommendations to add.
HALO Zone: Hamlet Locus (HALO) floating zones are those areas that support
residential development outside of hamlet centers. Handouts were provided that
described: HALO zone background and purpose, standards and requirements. The
concept of the halo zone promotes the ability to save open space in rural/agricultural
areas while compensating with increased housing in the halo zone. The creation of halo
zoning provides incentives that will yield increased density with a variety of housing
types (attached housing, townhouses, garden apartments, accessory apartments, etc.)
Peconic was recognized as a very unique hamlet due to its high concentration of
agricultural lands coupled with its preserved land and wetlands. Despite its limitations,
the group suggested that the 7-acre vacant parcel of land west of Mills Road and North of
Route 48 be devoted to development (1/2 acre lots) along with the 6-acre parcel east of
Carroll Avenue. This development would yield affordable housing through inclusionary
zoning regulations or it could be developed exclusively as affordable housing.
Accessory apartments were seen as a viable way for the hamlet to address the Town's
affordable housing problem. In particular, it was viewed essential to address the
significant number of illegal apartments that are frequently unsafe by augmenting this
housing stock with legal and safe owner-occupied accessory apartments.
SustainabilitF Principles: A handout was provided however this was not discussed. It
was suggested that group members discuss this amongst themselves at their next meeting.
Hamlet Center Issues: Patrick provided the group with a list of "issues" (i.e. strengths
and weaknesses) that were recorded from previous meetings.
Hamlet Center Goals: This exercise will determine those hamlet center issues listed
above that it wishes to: preserve, add, remove orl)rohibit. The group will complete the
Peconic hamlet center goal matrix at its next meeting.
Next Meeting Items: The group will reconvene a meeting to complete the exercises as
noted in the minutes on Thursday, December 2nd at 6 pm at Creative Environmental
Designs, 39160 Main Road. Peconic.
The meeting adjourned at 7:50 pm.
