HomeMy WebLinkAbout11/08/2004Town of Southold Hamlet Study MEETING MINUTES MATTITUCK HAMLET STAKEHOLDERS MEETING NOVEMBER 08, 2004 Present: Stakeholders: Sue Auer, Charlie Zaloom, Frank Wills, Joseph "Skip" Lee, Constance Connor, Ray Nine, Walter Krupski, Peter Coleman and Ron McGreevy. Non-stakeholders: Tom Wickham, Patrick Cleary and Phillip Beltz plus two members of the general public. The meeting commenced at 7:05 p.m. Hamlet Center BoundarF: Consensus was reached at the group's September 27th meeting to delineate a firm boundary that will exclude Penny Lumber, Lou' s Service Station, KG Brown's and Mattituck Sanitation. In addition, participants suggested that the American Legion and VFW also be excluded and that Wickham Avenue be included all the way to the water. HALO Zone: Hamlet Locus (HALO) floating zones are those areas that support residential development outside of hamlet centers. Handouts were provided that described: HALO zone background and purpose, standards and requirements. The concept of the halo zone promotes the ability to save open space in rural/agricultural areas while compensating with increased housing in the halo zone. The creation of halo zoning provides incentives that will yield increased density with a variety of housing types (attached housing, townhouses, garden apartments, accessory apartments, etc.) The group had difficulty in determining how much growth should be supported within the halo zone as well as whether there should be a specified distance to the host hamlet center. Stakeholders agreed that a maximum density of 1/4 acre lot size was appropriate in certain areas but felt that the density should be reduced to 1/2 acre in other more outlying areas. Hamlet Center Image Elements': A Mattituck Hamlet Image Map was provided along with descriptions of the five hamlet forms: paths, edges, districts, nodes and landmarks. The following suggestions were adopted by the group: a path should be continued on Wickham over to the water; an edge should be established to the school on the east side; water district should include the two ramps; south side of route 25 with its restaurants and church should be considered a district as well as the library and Our Lady of Good Council church. This church was also sited as a landmark and the group felt that Penny Lumber is not a landmark. SustainabililF Principles: A handout was provided however this was not discussed. It was suggested that group members discuss this amongst themselves at their next meeting. Hamlet Center Issues: Patrick provided the group with a list of "issues" (i.e. strengths and weaknesses) that were recorded from previous meetings. Hamlet Center Goals: This exercise will determine those hamlet center issues listed above that it wishes to: preserve, add, remove or prohibit. The group will complete the Mattituck hamlet center goal matrix at its next meeting. Next Meeting Items: The group will reconvene a meeting and complete exercises as noted in the minutes. The meeting adjourned at 8:00 pm.
