HomeMy WebLinkAbout10/28/2004Town of Southold Hamlet Study MEETING MINUTES CUTCHOGUE HAMLET STAKEHOLDERS MEETING October 28, 2004 Stakeholders present: Tom McAdam, Gwen Schroeder and Jane Minerva. Non-stakeholders present: Pat Moore, Valerie Scopaz, Tom Wickham, Patrick Cleary and Phillip Beltz. The meeting commenced at 6:10 p.m. Hamlet Center BoundarF: After considerable discussion, consensus was not reached in delineating a firm boundary. Participants felt a need to discuss the halo concept before establishing a boundary for some properties within the hamlet center could possibly be better suited for residential development within the halo zone. HALO Zone: Hamlet Locus (HALO) floating zones are those areas that support residential development outside of hamlet centers. Handouts were provided that described: HALO zone background and purpose, standards and requirements. Stakeholders had difficulty defining the HALO zones and believed it would be easier if they knew exactly how many people and housing units Cutchogue would most probably need to accommodate, based on the build-out analysis. This information is not readily available but could possibly be provided in the future. Hamlet Center Image Elements: A Cutchogue Hamlet Image Map was provided along with descriptions of the five hamlet forms: paths, edges, districts, nodes and landmarks. Sustainability Principles: A handout was provided however this was not discussed. It was suggested that group members discuss this amongst themselves at their next meeting. Hamlet Center Issues: Patrick provided the group with a list of "issues" (i.e. strengths and weaknesses) that were recorded from previous meetings. Hamlet Center Goals: The group began (but did not complete) those hamlet center issues listed above that it wishes to: preserve, add, remove orl)rohibit. This exercise to build a hamlet center goal matrix will also be completed when the group holds its next meeting. Next Meeting Items: The group will reconvene within the next several weeks seeking greater participation from additional stakeholders. They will establish hamlet boundaries and complete exercises as noted in the minutes. The meeting adjourned at 8:10 pm.
