Background:
Supervisor reconvened hamlet stakeholders in March 2007 to review
recommendations from the 2005 hamlet study. Stakeholders were
charged with sharing recommendations with the general public and
achieving consensus. Stakeholders reported quarterly to the
Planning Board and with the Town Board on an ad hoc basis.
Stakeholders volunteered over 3500 hours during the year--
Supervisor hosted a recognition meeting to thank stakeholders and
inform them that the "heavy-lifting" rests with the Town. The Hamlet
Implementation Panel (HIP) was formed to assist the implementation
of recommendations.
Hamlet Implementation Panel:
· Goal: Ensure the efficient and expedient implementation
and management of hamlet stakeholder recommendations.
· Purpose: Utilize smart growth planning principles to
accomplish recommendations and define a vision for Southold's
hamlets and HALOs.
· PaneIMembership: Supervisor, Rotating Town Board,
Principal Planner, Town Engineer, Director of DPW, Highway
Superintendent and Special Projects Coordinator.
H.I.P. Process:
· Review recommendations to determine items currently being
addressed and items to be addressed in future budgets.
· Assign work orders and forward to appropriate personnel
and/or committees.
· Identify potential funding sources (agencies or grants) to
accomplish recommendations.
· Report quarterly to the Town Board, Planning Board,
Committees and Stakeholders.
