HomeMy WebLinkAbout10/22/2007Minutes of the "Greenport West" Stakeholders Group meeting Monday, October 22, 2007 5:30 p.m. Peconic Landing, Greenport, NY Attendee Stakeholders: Don Leslie, Jr., Chairman Victor Brown Mariel Dobler, Co-Secretary Sylvia Holtzberg Melanie Norden, Co-Secretary Ural Talgat Jill Dunbar Absent: Tanya Padmore Peter Russo Nelia Purnhagen The group reviewed the minutes of the 10/9/2007 stakeholders' meeting. The group welcomed its most recent member, Jill Dunbar, who was appointed as a Stakeholder by Greenport Mayor, David Nyce. Mayor Nyce has also appointed Diane Gilmore, owner of the Bartlett House B&B. Diane will attend the next stakeholders' meting. Members discussed its proposed Kayak/Nature Trail project. The idea of linking trails through Greenport, East Marion and Southold, so that a true circumnavigation could unfold, was discussed and recommended. Victor Brown gave a synopsis of the history of Greenport Village's involvement with the National Parks Service which, more than ten years ago, expressed interest in underwriting both the planning and execution of a nature trail project. Parking, signage, conservation easements, funding, public handouts, such as maps, and other issues regarding the kayak/nature trail project were discussed. A small group has agreed to "walk the line" --- to photograph and become familiar with the properties in question. Jill Dunbar agreed to pull the tax maps to determine property ownership once the properties were designated. Jill also mentioned that Mike Osinski, a Village Trustee and Mayor Nyce were both interested in a Nature trail/Kayak trail project. It was decided that the group's next meeting, November 12th, would be focused on this project, and Jill agreed to invite both Mayor Nyce and Trustee Osinski to attend. Don Leslie agreed to contact the Chairpersons of East Marion and Southold and invite them as well. The Port of Egypt area was next discussed, particularly with respect to a possible future stakeholder recommendation that the area be re-zoned or otherwise designated as Planned Marine Development District. The group recommended that the sale of the "Old Barge" property be investigated, since it would make a well-placed nature study center, particularly if nature and kayak trails and a boardwalk linking the entire area were installed. The significance of "scenic by-ways" was questioned, particularly with respect to the Port of Egypt area. It was recommended that all new building on the water, whether newly constructed or re-modeled (even if those buildings adhere to their originally approved "footprints") must obtain building permits. It was decided that the Port of Egypt area .... its function as a "gateway" to Greenport and as a possible future Planned Marine Development District --- be the focus of the group's next meeting scheduled for November 26th. Don Leslie agreed to invite the Chairpersons of both the Town's Transportation Committee and the Southold Stakeholders to the meeting. Inviting Melissa Spiro and Don Desnikowski (sp.?) was also discussed. As a summary for its newest member, Jill Dunbar, the group also briefly summarized its interest in the Town constructing a recreational center with pool on the Jernick property in Greenport. All agreed that the site would be particularly fortuitous, as it abuts the Greenport School. Jill agreed to investigate the asking price and other particulars regarding the property's sale. It was agreed that the group would seek the public's opinion on this idea at its public meeting, which may be held sometime in March. The group's next meeting is scheduled for Monday, November 12th at 5:30 p.m. in the Board Room at Peconic Landing (Main Reception Building). Respectfully submitted, Melanie Norden, Co-Secretary
