Stakeholders met with Melissa Spiro of the Land Preservation Office of the Town of Southold. Melissa
reviewed various Town maps, gave the stakeholders a map which can be filled in over time with identifying
landmarks, identified those properties, both in and out of the Hamlet currently preserved, slated for
preservation, or of interest to the Town with respect to future preservation. Melissa mentioned that she had
heard that the County hopes to purchase the 17 acre parcel located at Rt. 48 and Manhasset Avenue --- a parcel
the stakeholders had previously discussed.
Melissa also identified several parcels which have been or are to be preserved which are located on or near the
border of the Rt. 25 portion of the Hamlet's designated HALO zone and briefly discussed the TDR program
and how it works, particularly that sending and receiving zones must be contained within the same school
district.
The future of Island's End Golf Course was touched on, and Melissa mentioned that Ray Huntington, a
member of the Land Preservation Committee, also serves on the Board of Island's End. Melissa assured
stakeholders that Ray has discussed the Town's preservation program with Island's End owners, but agreed to
re-confirm that with Ray and re-open a dialogue regarding preservation of the property, if necessary.
Stakeholders then decided to hold their meeting, originally slated for that evening, immediately following the
their meeting with Melissa, and re-convened in the Planning Board's conference room, where they were
joined by Mark Terry, the Town's Senior Planner.
The question of which hamlet stakeholder group had jurisdiction over the Port of Egypt area was raised. Mark
Terry explained that the Southold and Greenport hamlet groups should work collaboratively on that area's
planning, particularly if a planned development district (PDD) were ultimately designated. Such a district
could offer kayak and nature trails, boardwalks, bulkheads and docks, etc.
Don Leslie's letter to the Town Supervisor and stakeholder concerns re the blinking light on Rt. 48 and the
safety issue at the Soundview were then discussed. Mark Terry indicated that stakeholders might consider
contacting the Town's Transportation Committee in future discussions of these two issues. It was agreed that
Don Leslie would contact the chair of the Transportation Committee.
Bus shelters and hamlet signage were also discussed. Mark mentioned that an "implementation" panel has
been or will be set up, which will include, among others, Jim McMahon, Jamie Richter and Pete Harris. That
panel will be responsible for implementing some of the short term recommendations of the stakeholders
groups and perhaps could help with information re bus shelters and hamlet signage. Don Leslie also agreed to
bring up these two topics when the chairs of the various stakeholder groups again meet.
The Greenport stakeholders public meeting was also discussed. It was agreed that David Nyce, Greenport
Mayor, would be invited to attend the meeting to hear feedback and answer questions from Village residents
regarding Village issues. Further, Mark Terry agreed to discuss with Mayor Nyce (at the urging of the
stakeholders) the feasibility of the Village setting up its own stakeholder group.
The next Greenport stakeholder meeting will be held at 4:30 p.m. in the Supervisor's Conference Room at
Town Hall, followed by a meeting with the Planning Board at 5:45 p.m. in the Planning Board Conference
Room at the Town Hall Annex (red brick North Fork Bank building).
