Chairman Don Leslie and stakeholders welcomed Town Supervisor Scott Russell to the meeting.
M. Norden asked Scott to comment on his meeting with Greenport's newly elected Mayor, David Nyce as it
relates to the Greenport Stakeholders group. Supervisor Russell indicated that he had a positive meeting with
Mayor Nyce and had asked him to recommend a few Village residents to be appointed to the group. He
encouraged stakeholders to also invite guests to meetings, including town merchants and members of the
business improvement district committee, since they have a great deal of knowledge regarding the needs of the
Village.
The Hamlet's HALO zones and their boundaries were discussed. D. Leslie provided insight into the history of
the HALO zone designations, pointing out that the original stakeholders group had recommended one HALO
zone, west of the Village, off Route 25, designating that area for increased commercial (and perhaps some
residential) development. The PB subsequently recommended that almost the entire Hamlet be designated as a
Halo Zone. Maps in the stakeholder books were reviewed. The original stakeholders then designated another
HALO zone, east of the Village, and off/on the North Road. M. Norden indicated that she felt that 2nd HALO
zone was not necessary. That second HALO was then discussed, but no decisions on the number of zones or
their boundaries of the HALOs were made.
Supervisor Russell felt that a large HALO would allow the most flexibility in planning the Hamlet's future.
Other stakeholders disagreed, and Chairman Leslie indicated that a HALO designation can attract increased
interest on the part of residential/commercial developers who see the designation as an opportunity for future
increased zoning density.
Supervisor Russell encouraged the group not to try and solve the problems they identify by themselves, but to
make recommendations to the Town and let the Town find a way to solve them.
The future of Island's End Golf Course was discussed. It was recommended that Supervisor Russell inform
the Town's Land Preservation Committee of the stakeholders' concerns regarding the property. Russell said
he would instruct the Committee to get in touch with the King family to bring them up to date on what the
Town is today paying for development rights.
A number of the recommendations of the original stakeholders were explored, together with other topics under
the purview of stakeholders including the need for Hamlet-wide recreational activities including a public pool,
with the possible upgrading or zoning change of the KOA campground site, and including walking trails
uniting Moore's Woods, the KOA, and the Village; the actual boundaries of the Hamlet on the west (Port of
Egypt?) and east (Maple Lane?); the requirement that all new construction create 25' or more of native
planting buffers along roadsides; the sighting of new construction along Rt. 25 parallel to, rather than fronting
on; whether there is a need for uniform design standards; the importance of preserving roadside and other
scenic vistas; the need for county bus service on Sundays; the need to move the bus that is parked along Rt. 25
in front of the Sunrise building; the future of Clark's beach; the need to designate Hamlet parcels for
preservation; the importance of beautification, and the need to "cleanup" or otherwise increase the visual
appeal of the Village as it is approached from both the west and east, including "gateway" signage.
Supervisor Russell agreed to speak with bus company owners regarding the bus parked along Rt. 25. He
informed the group that he has already spoken with Ed Romaine regarding County bus service on Sundays, to
no avail. He once again stressed that if there were stakeholder concerns that could easily be solved, they
should be brought to him or the PB for action. He also told the group that they had the option of
recommending Planned Development Districts if they were interested in, for example, an upgrade of the KOA
camping site. Moreover, he stressed that if stakeholders had serious concerns about particular topics, they
might need to consider recommending changes to legislation in order to ensure that those concerns were met.
Ms. Norden suggested that each stakeholder choose certain topics to research and report back to the group on.
No decision on this approach was made.
The group decided to meet on the 2nd and 4th Mondays of each month. Melanie Norden and Mariel Dobler
were named Co-Secretaries. Don Leslie, Jr. will remain Chairman. Don indicated that he would let
stakeholders know at what time they would meet with the Planning Board on the 16th.
Supervisor Russell left the meeting, and the stakeholders turned to the recommendations of the original group,
in an effort to prioritize them as preparation for the Group's meeting with the PB on the 16th. The "£roject
£rioritization S/)readsheet" in the stakeholders workbook was reviewed, and some prioritization of the Short
and Long Term Implementation Projects was undertaken with the following results:
