Box 460 Cutchogue, NY 11935 Re: Approval: Site Plan for Twin Forks Landscape Contracting Located at 8405 Cox Lane, +560' southeast of Oregon Road, Cutchogue SCTM~1000-83-3-8 Zoning District: Light Industrial (LI) Dear Mr. Fabb: The following resolutions were adopted at a meeting of the Southold Town Planning Board on March 12, 2012: WHEREAS, this site plan is for the construction of a 6,000 sq. f. addition to an existing 1,263 sq. ft. building having a total of 7,263 sq. ff. of building for a contractor's yard on a I acre parcel in the Light Industrial Zoning District; and WHEREAS, the applicant submitted an application for site plan review on November 12, 2009; and WHEREAS, at a Work Session held on February 6, 2012, the Planning Board accepted the application for review; and WHEREAS, on February 10, 2012, the Southold Town Planning Board, pursuant to Part 617, Article 6 of the Environmental Conservation Law acting under the State Environmental Quality Review Act, initiated the SEQR lead agency coordination process for this Unlisted Action; and WHEREAS, on February 10, 2012, the Planning Board, pursuant to Southold Town Code §280-131 C., distributed the application to the required agencies for their comments; and WHEREAS, on February 16, 2012, the Southold Town Architectural Review Committee reviewed and determined that the proposed was acceptable; and Twin Forks Landscapin.q PaRe Two March 13, 2012 WHEREAS, on February 20, 2012, the Cutchogue Fire District determined there was adequate fire protection and emergency access for the site; and WHEREAS, on February 23, 2012, the Suffolk County Planning Commission deemed the site plan application a matter for local determination as there appears to be no significant county-wide or inter-community impact(s); and WHEREAS, on March 6, 2012, the Southold Town Planning Board, pursuant to Part 617, Article 6 of the Environmental Conservation Law acting under the State Environmental Quality Review Act, initiated the SEQR lead agency coordination process for this Unlisted Action; and WHEREAS, on March 7, 2012, the Town of Southold LWRP Coordinator reviewed the above-referenced project and has recommended that the proposed project be found consistent with Southold Town LWRP policies; and WHEREAS, on March 8, 2012, the Southold Town Engineer reviewed the above- referenced application and has determined the project to provide adequate drainage and the proposed drainage meets the minimum requirements of Chapter 236 for Storm Water Management; and WHEREAS, on March 12, 2012, the Southold Town Chief Building Inspector reviewed and certified the proposed site plan as a permitted use in the Light Industrial Zoning District; and WHEREAS, on March 12, 2012, a public hearing was held and clos.ed by the Planning Board for the above-referenced site plan; and WHEREAS, at a Work Session held on March 12, 2012, the Planning Board found that all applicable requirements of the Site Plan Regulations Article XXIV, §280 - Site Plan Approval of the Town of Southold have been met; be it therefore RESOLVED, that the Southold Town Planning Board; pursuant'to the State Environmental Quality Review ACt, performed a coordinated review of this Unlisted Action and, as lead agency, made a determination of non-significance and grants a Negative Declaration; and be it further RESOLVED, that the Southold Town Planning Board has determined that this proposed action is consistent with the policies of the Town of Southold Local Waterfront Revitalization Program; and be it further RESOLVED, that the Southold Town Planning Board grants Approval with a Condition to the site plan entitled "Twin Forks Landscape Contracting", prepared by James J. Reasons Supporting This Detarmination: An Environmental Assessment Form has been submitted and reviewed. The determination was based upon the following: SEQR Ne,qative Declaration - Pa,qe Two 1. Impact On Land The proposed action proposes the grading or stripping which affects more than 5,000 square feet of ground surface and therefore the application requires a Town of Southold Drainage Control Permit pursuant to § 236-10. Activities requiring drainage control permit. Soils on site consist of Riverhead Sandy Loam (RdA) adjacent to Cox Lane. Carver and Plymouth Sands (CpE) in the canter of the property and Haven Loam (HaA) in the rear of the property. The soils are well drained. Potential impacts to the soil stability are proposed to be mitigated with on-site, subsurface drainage systems. The depth to groundwater has not been provided. No substantial impact to groundwater is expected to occur if the project is implemented as planned. 2. Impact of Water 2.1. Water Supply Th~ site is currently served by public water, however the proposed use of the new construction is storage and therefore no impacts to publif: water supply will occur. 2.2. Sanitary Disposal Sanitary disposal is currentlymanaged on-site via underground sew,age leaching systems. No additional sanitary flow is proposed with the construction of the storage buildin,q. Therefore, the proposed application would not be expected to adversely affect groundwater quality provided properly functioning systems are designed and installed. 2.3. Ground or Surface Water Quality or Quantity The existing storm water drainage pattems will not be significadtly impacted from the development of the site. Storm water will be contained in a subsurface drainage system designed for a 2" rainfall event and therefore, potential impacts from storm water runoff are expected to be Iow. 2.4. Flooding The proposed improvement is located within FEMA Flood Zone X; areas identified as areas of moderate or minimal hazard from the principal source of flood in the area, therefore the potential impact from threat of flooding is Iow. 3. This lot is relatively small when compared to other developed lots in the area.
