Commencement:
· The meetin9 began at 7:06 p.m. with five LPC members present.
The LPC members acknowledged Ray Huntington's official resignation submitted to the Town Board
on April 24, 20'12 and recognized Ray for his years of dedicated service to Town preservation efforts.
Adoption of Meeting Minutes:
· Acceptance of meeting minutes from February 23, 2012, April 3, 2012, and April 17, 2012
MOTION made by Sam McCullough, seconded by Maureen Cullinane, to accept the Land
Preservation Committee meetin9 minutes from February 23, 20'12.
Motion carried: 4/0/'1 (Lillian Ball abstained as she was not present for 2/23/20'12 LPC meeting)
MOTION made by Allan Connell, seconded by Sam McCullough, to accept the Land Preservation
Committee meetin9 minutes from April 3, 20'12, as amended per Allan Connell.
Motion carried: 5/0

Land Preservation Applications and Inquiries:

Update/discussion re: Farmland PDR applications
o SCTM #1000-55-2-10.1 (Moffat North)

The proposed design was reviewed by LPC. Committee members had concerns about
maintaining viable access to farm and existing irrigation well. No formal action taken. Melissa
to review with applicant.
Update/discussion re: Farmland PDR applications

Joseph Ricci application (SCTM #1000-84-1-1) reviewed by LPC. Design includes a reserve
area, The property is not in agriculture and has not been maintained in agriculture for a
significant amount of time, It does not appear that the land can easily be put back into viable
agriculture,
LPC is not in support of preservation due to size of parcel and the fact that land is currently
not in agriculture, and is not recommending that the preservation of this property be pursued
at this time. Committee directed Melissa Spiro, as Land Preservation Coordinator, to discuss
and send letter to applicant.

· AGRICULTURAL PLANNED DEVELOPMENT DISTRICT (AgPDD): ANNUAL VALUE
Review appraisals [executive session]
The LPC members entered into EXECUTIVE SESSION.
The two hypothetical appraisals were reviewed and discussed by the Committee. LPC averaged the
two appraisal values to determine the recommended AgPDD annual purchase price.
END OF EXECUTIVE SESSION
MOTION made by Lillian Ball, seconded by Sam McCullough, to recommend to the Town Board an
annual purchase price for a development right under the Agricultural Planned Development District
Program. Said annual purchase price was ascertained by applying same method used to establish
last annual value.
$58,500 per true acre is the recommended annual purchase price
1 dev right in A/C / R-80 equals 1.84 true acres
½ dev right in A-C / R-80 equals 0.92 true acres
1.84 (true acres) x $58,500 = $107,640
0.92 (true acres) x $58,500 = $53,820
Therefore:
½ dev right = $53,820
1 dev right = $107,640
The Committee further recommends that the annual purchase price once adopted is valid for up to a
year from the date of adoption. The annual purchase price may be amended during the annual time
period based on a recommendation from the LPC to change it.
All AgPDD projects submitted prior to Town Board adoption of the new annual purchase price will
remain at the annual purchase price set in effect at the time the application was presented.
Melissa Spiro, Land Preservation Coordinator, directed to present recommendation to the Town
Board.

PRESERVATION PROGRAM PROCESS AND RANKING [executive session]

LPC continued discussion of potential ranking for purpose of fee title passive recreation open
space acquisitions,
Melissa to draft Committee recommendations for review at next LPC meeting.
Next Regular Meeting:
· The next regular meeting will be held on Tuesday, May 15, 2012 at 7:00 p.m. in the Annex
Executive Board Room. Allan Connell will be unable to attend this meeting.
