Project Description: Ten-Year Maintenance Permit to hand-cut an area
approximately 15'x30' of Common Reed (Phragmites australis ) to 12" in height
by hand, as needed; and construct a storage shed elevated 2'-3' on posts.
Findings: The project meets all the requirements for issuance of an
Administrative Permit set forth in Chapter 275 of the Southold Town Code. The
issuance of an Administrative Permit allows for the operations as indicated on the
application received on March 19, 2012 and survey stamped approved on May 4,
2012.
§ 275-5 Permit procedures.
(i) Cutting of common reed (Phragmites australis) to within 12 inches of the soil
surface landward of the wetland boundary. This does not include mowing to
ground level.
Special Conditions: Do not disturb native vegetation during the hand cutting of
Common Reed (Phragmites australis), including but not limited to; Eastern Red
Cedar ( Juniperus virginiana), Northern Bayberry ( Myrica pensylvanica), Marsh
Elder (Iva frutescens), and Groundsel Bush (Baccharis halimfolia).
Inspections: The approved operations must be commenced within two (2)
years from the date of the resolution. The permittee is required to provide the
Trustees with before and after photos of the trimmed area within this time period
before any further maintenance is conducted. When the proposed shed is
completed, there is to be a final inspection performed within this time pedod.
If the proposed activities do not meet the requirements for issuance of an
Administrative Permit set forth in Chapter 275 of the Southoid Town Code, a
Wetland Permit will be required.
This is not a determination from any other agency.

STEPHEN D. WALSH requests an Administrative/Ten-Year Maintenance Permit to trim the phragmites
to 12" by hand as needed, and construct a storage shed elevated 2'-3' on posts. Located: 7065 New
Suffolk Rd., New Suffolk. SCTM#117-5-30
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that the action is
CONSISTENT with the LWRP subject to the following:
1. The establishment of a landscaped buffer following the removal of the common reed. A landscaped
buffer is defined as; LANDSCAPED BUFFER -- A land area of a certain length and width which is
planted with indigenous, drought-tolerant vegetation similar to that found within the immediate proximity
of the parcel. Vegetation shall be installed in sufficient densities to achieve 95% ground cover within
two years of installation. Survival of planted vegetation shall be 90% for a period of three years.
Maintenance activities within the buffer are limited to removing vegetation which is hazardous to life
and property, trimming tree limbs up to a height of 15 feet to maintain viewsheds, replanting of
vegetation and establishing a four-foot-wide access path constructed of pervious material for access to
the water body. [Added 12-15-2009 by L.L. No. 15-2009]
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.
