MEETING MINUTES
MEETING #70
May 09, 20'12
Present: Rona Smith, Frederick Andrews, Eric Dantes, Michael Herbert, LeRoy Heyliger,
Beth Motschenbacher, Daniel Sarnowski, John Viterltti, Supervisor Scott Russell and
Phillip Beltz. Excused: Jeanne Kelley and John Vahey.
Approval of Minutes: The minutes of April 11,2012 were approved.
Resale of Cottaqes: An additional resident has tendered letter of intent to sell house,
contract will be developed between seller and buyer (applicant whose name was not
selected for December lottery.) Sales price is $233,469.
Accessory Apartment Rental: Another applicant received "certificate of eligibility" to rent
a 1 bedroom apartment that was developed from an accessory structure @ $800 month.
Follow-up from April Meetinq: Question whether the installation of Nitrex system would
provide greater density by Suffolk County Dept. of Health. The County reports that the
use of the system meets their standards for elevated flow; however, the Town will still
determine density per acre.
Affordable Housinq Priorities: Discussion of what HAC perceives to be the most
important priority towards addressing affordable housing needs of local residents. After
considerable discussion, agreement reached that the development of an apartment rental
site (40 units or less) to serve the general population (not age-restricted) consisting of
studios, one-bedrooms and two-bedrooms would be most warranted. Other ideas
discussed but not seen as priorities included: renovating existing stock to two-family units,
"Cottage" housing and home-ownership opportunities.
Workshop on Creatinq Apartments from Accessory Structures: A workshop will be
held Monday, June 25th 7:00 p.m. at the Peconic Lane Community Ctr. to feature the
following topics:
· Moderator and brief history of concept-Rona Smith
· Overview of the legislation - Supervisor Russell
· Tax assessment implications - Town Assessor
· Costs of permits, fees for construction - John Vahey or Eric Dantes
· Selection of tenants -income qualifications-enrollment
maximum rent-certificate of eligibility-Phillip Beltz
· Rental agreements/screening tenants--Michael Herbert
· Questions and answers

Other: Fred remarked that he was pleased that Supervisor Russell attended the meeting
and he noted that Town Board members serve as "liaisons" to many committees yet the
Housing Advisory Commission does not have a liaison. He noted that the presence of a
Town Board member could possibly foster greater communication and generate action
towards creating affordable housing. Supervisor Russell stated that the HAC is similar to
the Planning Board and Zoning Board of Appeals and does not require a "liaison" however
the Town Board relies on Phillip in this regard. Supervisor stated that it may be
noteworthy for the Town to issue a Request for Proposals (RFP) to solicit ideas for
affordable housing. He will meet with Planning Dept. staff to further discuss the possibility
before discussing with the Town Board.
