Southold Town Planing Board -4- January 12~ 1970 In regard to "Laurel Country Estates~.~. a hearing date will be set up when the amount of'the bond to be required is established. Gary Olsen~ Esqo~ and Martin Weglicki appeared before the Planning Board in reference to the proposed subdivision of Martin~ Weglicki~ located on north side' of Peconic Bay Blvdo~ Laurel~ New-York° The Board stated again their opinion that the adjoining .pr0~erty will be developed and there must be 'connecting roads to it. Mr. WegiiCki informed the Board that he does not wish to give Lot % 17 for park and playground area as required by the Board at their last meeting. He offered the Board a choice of any other' 2 lots in place of Lot % 17. The Board decided upon Lot~ ~s 12 & 13a plus the beach area robe set aside for park and playground area. The Chairman~advised Mr. Weglicki that the'ToWn will not accept the responsibilityoflthe beach area. Parkand playgroundarea is'the-reSPonsibility of the developer or preferably a property owners association should beformed~ The Board reco~mendedthat the property owners association be made the owners of thebeach area at the same timel The Chairman presented Mr.. Olsen and Mr. Weglicki with a letter from the~Superintendent of'Highways which stated that no exceptions tot he Highway' Specifications will be made on this subdivision, On motion by Far. Moisa, seconded by Mro Ralrnor~ it was RESOLV~n that the $outhold Town Planning Board grant preliminary approval to the proposed subdivision map of Martin Weglicki~ da~ed Feb. 20a 1967 & July 154 1969'as amended Sept~ 4~ 1969~ property located at north Side of PeconicBay Blvd.~ Laurela New York. Th~chairman signed map. Vote of the Board: Ayes:-Messrs: Wickham~a Moisa,~, Ray~or~' Coyle. Philip Drul/1 appeared before the' Planning'Board to request final approval of. his proposed minor subdivision located at~ West &- Lake Drive~ Southold~ NeW York~ The Boar~ i~nspected map which showed 5 lots and a 40 ft. private right~Y~, TWo of 'the~se lots front on an existing town highway~ The~Ch~man' referred back to the minutes of the last meeting' which stated th, at the Board would approve of 5 lots if he extended the width of ~the right-of--way to 50 ft. The' Chairman informed him that ~the road must meet the, requirements for a town highway even though they~ ~ are to be private. Mr. Dr%Lhl, resolved to widen the right~of~way to 50 feet. Map to be revised to show 50 ft. right-of-way. Since that time the~ and'asked him to conveyan additional 10 ft. to. wi~en' presented ,the,~Board ~ith his reply whichstate~th~at he ~sh to give any additional land at this time. Southold Town Pla~g Board --6-- ~ January 12~. 1970 Mr. Edwin King appeared bef0re the P. lanning Board. again to request approval of his proposed minor' subdivision of 4 lots~ located off south Side Of Main Road~. Orient~ New York. The Chairman ".informed him' again that this must' be 'a major subdiVisi, n, The Board cannot gr~nt approval for. a minor subdivision in a ease where the ~appli~ant owns surrounding ~land which is not to be included in the minor sub- division. A minor subSivision .shOuld not contain over 4 lots. The Board informed'Fir. King of .the new. County rule effective January 1970 requiring 40~000 sq. ft. of area per lot~, unless the subdivision is to-contain public water and sewerage. The 'Beard 'informed M~. King that- he had 3 alternatives: 1, Insist that 'the Planning Board reconsider their decision made at'~the last' meeting. 2. File for a majerSubdivision of % acre 1.ts. 3. File for a minor subdivision with of area per lot~. 2 lots on E/S o~'road and 2 lots on W/S of road. Mr. King insisted that the Board ~re-eonsider his application for minor subdivision of 4. lots as originally presented. The Beard informed h/m that -they just will. not approve a minor subdivision when he owns the s~rrounding land which is not included inI it, The 'Board advised Mr. King to consider a ~ajor subdivision with lots of 2051000 of ar~ea and have estimates prepared for ~he cost of roads and other improvements, They suggested that he prepare a ma~or subdivision map- and perhaps divide it into section~ ts be filed sepe~ately one' section at' a time. John Krukoski presented the' Planning Board with a preliminary map for' Proposed minor subdivision of property of Charles Kruko~k~ loe~ted on south side of Fanning' Road~ New~. Suffolka New York. The map showed 4 lots~ each containing less than 15~000 sq. ft. of area except for' Lot' ~ I which contained 15~300 sq. f~. ~f' a~rea. The Chairman. stated that the Board could 'not accept lots..centaining under 20~000 sq. ft~ of~ area. The Board advised Mr. ~ukoski that they wilI have to .consult the Town~ Attorney~ The Board of~ Health~: and the County< Plann/ng. commission~ Chairman dated, the map as received January 12~ 1970. the' Boarc~ with .nap for propose& pr op~rty lO~ated Lane~ CutehogUe$. New York. The map was an Old survey made by Van Tuyl~ ~ated ~Ma~ch~ 1961. The map sh~wed 9 :lots frOnting on HarbOr' .Lan~e~,. scattered between property already built on. The Board advis.ed him that they~would consider, granting~-appr°val of these lots~ but' the balance of the property ~(interior' I~ts) Will depend on provi ~ding roads and will have to go u_~der the new 'County regulation of 401~000 sq. ft. of area per lot. : Southold T~wn Planf~hg Board -7- January 12~ 1970 Larry Tuthill P.E.' presented the Planning Board with a bond estimate in the amount of $67~000.00' for the completion of roads and other improvements in the proposed'subdivision tobe known' as "Wheatfield ~ark"~, owned by Frank &Nicholas' Man~ar0~,. property located onlnerth side of Griffing Street~ CUtehegue®~N~-Yj~ and a bend estimate in theamount of $80~000.00 for the~completion of roads and other improvements in'the proposed subdivision to be kn~wnas "LaureI Country Estates" owned by Leonard C. Emma & others located on north side of Peconic Bay Blvd,~ LaurelS, New York. Dick;Lark~ Esq. ~re~uested.~that reeommendations to the.Tow~Board'on these two subdiviVions be held up sothat~ he can acquire contracts for th~ work' to present to the Board and possibly lower the bend estimates. Larry Tuthill P¥~. presented the Board with bond estimates in the amount of $106,000~00 for "Mattituck' Ridge" and $74~000.00 for "Mattituck Hills"e for reads~ drainage, and otherimproVementsin these tw% proposed subdivisi0ns~ both properties located off north side ofBergen Avenue~ Mattituc~ NjY.' The Board feltthat the drainage ~asinadequate, bond estimates to be revised. Larry Tuthill P,E~ presented the Beard with a bend estimate in the amount of $51~000.00 f~ the completion of roads and other improvements in the subdivision owned by Martin~Weglick!a: on, north side ef peconiC, DayBlvd.~ Laurels; New York. On motion by Mr. Moisa~ seconded by Mr. Coyle~it was RESOLVED that the Southold To~n Planning Board recommend.to the· Sou~hold~Town Board~ a performance bond in ~the am0u~t0f:$51®'000. by Maz~in~Wegl~ia located on north side of p~nic B-ayBlvd~,i~ Laurel~ New York. Reeve &-Sons~ property located off' Westphalia Road~ Mattituck~ New York. Vote of the Board: Ayes;- Messrs: Wickhama Moisa~ Ra~or~ Coyle. In reference to "Cleaves Point~ Section III"~ a letter of January 6;: 1970 frem Daw~ Estates Builders~C0rp.~ was read and placed in file. They informed us that theyhave made arrangements with Corazzinito complete the roads this spring. Letter to be sen~ to them~stating that the-Planning Board would be willing to consider an extension of time for-the completion of these roads upon receiving a copy-of the renewed bond coverage. Letter received from Walter Kapp~ Esq. requesting an extension of the approval of the preliminary map granted for Section of Harvest Homes Estates. On moti*n by' Far. Wickham~, seconded by Mr. Coyle~ it was RESOLVED that the Southold Town Planning Board grant a one year extension of the approval of the prelim3~ary mapper Harvest Homes Estates~ Section II. Letter recei~edfrom 0pen~Space Institute~ to be referred to the South~ldT~wn Conservation Council. The Chairman suggested that the $outJaold Town Building Zone Ordinance be amended to one ~) acre zoning in' accordancewith the new County regulations, effective January 1~ i970~ requiring sq. ft. of-area unless ~the Subdivision is ~to have public water 'and sewerage.
