SOUTHOLD TOWN PLANNING BOARD
November 2, 1967
A regular meeting of the Southold Town Planning Board
was held at 7:30 P.M., Thursday, November 2, 1967, at the
Town Office, Main Road,. Southold, New York.
There were present: Messrs: John Wick_ham, Chairman; Henry
Moisa, William Unkelbach, Frank Coyle.
Absent: Mr. Alfred Grebe - weather conditions did not permit
flying from Fishers Island.
Also present: Messrs: Otto W. Van Tuyl, P.E., Consultant;
Howard Terry, Building Inspector.
PUBLIC HEARING: Upon question of approval of the followiRg
plat~ Ptat~O'f property owned by Stanley Sledzieski, entitled
Sumset~Knolls, consisting of a parcel of land 9.45 acres,
situated at Mattituck, in the Town of[ Southold, Suffolk County,
New York, and bouned and described as follows:

BEGINNING at a monument'on the northwesterly line of'Luther's
Road which is south 19° 48~ West 1~6.07 feet as measured along the
northwesterly line of Luther's Roadfrom a point marking the inter-
sectionof said line with the southerly end of a curve leading
into;Ruth Road, having a radius of 18.50 feet and a length ef 34.54
feet; from said~monument'or point of beginning running thence South
19° 48' West 453.95 feet along the northwesterly line of Luther's

The'Chairman opened the hearing byreading the legal notice
of hearing, andlthe affidavit, of publication~from the ~ong Island
Traveler-Mattituck'Watchman, and the~ Suffolk Weekly Times.
MR. Ub/KELBACH: Shouldn't the legal description readalong other
land of Stantey'Sledzieski?
THE'CHAIRMAN: They are. two separate parcels of land. I have
the application for approval and it seems to be-~ order. I have
a copy or'the- covenants, in duplicate. I have the estimate from
the Engineer for. the roads at Sunset Knolls.

pointwe have a contract-entered into with Paut~Corazzini & Sons
to do the whole job for$6,000.00. We wonder.if you would take
that-into consideration with your recommendationforthe bond.
They~e going to start it inthe fall, but they are going to wait
until next spring now.
THE CHAIRMAN: If you add $i500.00to this for-increased cost
over three years, you would end'up with $7500100.

THE CHAIRMAN: My p~t is that we have these bonds forthree
years in order to give protection to 1the Townl We have got to
figure what it..would cost three years from now. Weare talking
a~out $7500.00, The Town needs some margin.
WILLIAMWICKHAM,ESQ'.: Even if we have-contracted to do this
within a certain amount or'time?
STAN~.RY SLEDZIESKI: This will be cmmpleted in May.
THE CHAIRMAN: Even then it will be two years beforeyouLhave
enough b. uilding.
STAAVLEY'SLEDZIESKI: I expect to have Cwo houses in there by
next summer.
THE CPL~IRNAN: It's nice to have dedication and release of
the bond at' the same time. I know too manyplaces w~e it-doesn't
workout-quite as nicely as it was~ anticipated. I see no reason why
we could not'reduce ~this bond someWaht,

THE'CHAIRMAN: As near as I can tell at this time everything
is in order ~ith the exception of that-we need the.~tter of intent,
and straighten out the road requirement on the width of~the roade
At this ti/me I will open up the hearing and ask for anyone
who ~ishes to speak in opposition to this subdivision to be known
as SunSet~Knolls to do so at-this time.

THE CHA~: Hearing' none, Is there anyone pr, esent who
wishes to be heard in favor of this subdivision?
-WILLIAMWICKHAM~ESQ,~: I have nothing further.
THECHA~: Hearing, nothing further-we will declare'the
hearing closed and take action~later tonight. The letteroof int~t
should be in'compliance with the park and playground provisionsof
the~Town of Southold, and also we will need the profile of
road.

Mr. ~ne Gendrom appeared before the Planning Board with a
preliminary'Plan of Vista Bluff, formerlyVincent property, located
north west'side Duck'Pond Road, Cutchogue~ New York. Mr. Van Tuyl
pointed out that a~urn-around circle would be used instead of the
original plan shown; that the number of lots along the southerly
boundary line had been reduced from five lots to four lots. Mr.
Van Tuyl also stated that three or-four of the lots were not
20,000 square feet, and this has not been taken up with the
HealthTDepartmentto see if theywould approve this plan with lots
less than 20~000 square feet.
Mr. Gendron stated that'Mr. Villa of the Health Department
had viewed the map. Mr. Gendron indicated on the map.just where
Mr. Villa wanted test holes. He said Mr. Villa would pass on the
map after the testhole was done.
The question was asked whether or.not the applicant should
go ahead with work-on a final map. The Chairman advised that
the applicant should wait until he finds out if the Health
Department would go along with the small lots. It%~s pointed
out-that the applicant'has eight acres of land and only 13 lots.
It was generally agreed by the Planning Board that final work
could be started on the final maps for'Vista Bluff.
Mr. George Barzac, Jr., appeared before the Board with a
preliminary application for "Redwood Park" Boisseau Avenue,
Southold. Mr. Barzac stated that all ofthe changes suggested
at the last meeting had been made, and that the name Redwood Park
has been approvedby the County"Clerk's Office. The Chairman
stated that the parkand playground area-had been discusse~ and
this is okay.. Mr. Van Tuyl stated that~theland would be-graded
towardBoisseau Avenue and that-the Superintendent-of'Highways
had given his okay to hood up to the present storm~drainage on
Boisseau-Avenue. The Chairman read the estimate submitted by
Mr. Barzac forthe completion of the roads ardother improvements.
The'Chairman advised that the Planning Board also havetheir
engineer do an estimate for the completion ofroads and other
improvements in the subdivision. This subdivision will have' public
water. They need to have testholes done for the sewage disposal.
Also need~ is a letter of approval of the roads from~the
Superintendent of HighHays.
It was agreed to authorize the Building Inspector to issue
a building permit for lot number 17 in Redwood Park, upon reci~pt
of~ the approval of the County'Board of Health.

Mr. Frank'Thorp, et al, appeared before the Planning Board
with a preliminary application for Gardiners Bay'Estates, Section
III, at East Marion. There are 16 lots involved in this section.
The Chairman advised that the applicants will have to comply with
the park & Playground provisinns of the Town of Southold. The ~
question of setting aside the beach was raised. Mr. Thorp stated
that all of the lots already sold on Gardiners Bay'Estates have
deeded beach rights. The .chairman asked how wide the arm of the lake
is. Mr. Van Tuyl advised it is approximately 50 feetwide.
Mr. Thorp stated that the parcel of land in question was the
last they owned and there would be no more property to be subdivided.
The Chairman advised that they would need a letter of'intent for
recreation purposes, depending on what they'applicant-wish to set
aside. The question'of retaining Fox Island as a recreation ~rea
was discussed and the Chairman stated a leeter of intent could be
filed onthis. The, Chairman further advised the applicant that he
would have.to have the approval fromthe Superintendent'of Highways
on the layout of the road and the approval from the~County'Board of
Health.
Mr. Dona~Tuthill appeared before the Planning Board with a
sketch plan for a subdivision. This property is east side Boisseau
Avenue and Arshamomaque Pond comes in cn the north west property
line. Mr. Van Tuyl showed an overall map of the area showing the
subdivision to be Known as "Redwood Park,"owned by George Barzac, Jr.
which is nearby the property of Tuthill. The width of Laurel Lane
was discussed and it was determined that Laurel Lane is 49½ feet
wide. It~was thought this may beusedfor access to the subdivision.
Mr. Tuhill pointed out-the low spots and ~he natural drainage on
the property. Mr. Tuthill also showed additional propertyowned
by him that-they intended to file a map on at some future date. The
Planning Board advised, that it-would be in his own best interest
to file the wh61e thing at one time, rather than going through
the proceed~re of filing a map twice. It was determined that~all
lots involved in the land to be filed at this time were at least
22,000 square feet except for maybe two lots that-were a little less.
Mr. Van Tuyl stated it was the intent to have Village water
put in the subdivision. The location of the~roads were discussed
at-some lenght. Mr. Tuthill also stated he had giVen thought'~
making a lake area by the old brick yard area. He stated he had
the Health Department down and there is clay in this-immediate area.

lots in the subdivision. Fir., Tuthill was advised to file for
prel/minary approval of the subdivision; that in general it met
~ith the Planning Board's approval. Mr. Tuthill was advised he
could decide on what he wanted to set aside for park and playground.
Also he needs to clear the road ~layout with the~ Superintenden t
of' Highways and show the catch basins on the map.
On motion by Mr. Coyle, seconded by Mr. Moisa,- it was
RESOLVED That-the minutes of the Southold Town Planning Board
dated October' 3, 1967, be approved as submitted.
Vote of' the Board: Ayes:- ALL
On motion by'Mr. Unkelbach, seconded by'Mr..Moisa, it was
· RESOI~ED that the Southold Town Planning Board recommend
to the Southold-Town Board a performance bond in the amountof
$8,500.00 for the completion ofroads and other improvements in
the subdivision to be known as "Sunset~Kno~ls", located at~Mattituck,
owned and developed byStanleySledzieski.
The Planning Board recommendsthis amount in view of the fact
the estimate submitted to Mr.~ Stedzieski by~Paul~Corazzini & Sons,
Inc., is substantially less~an, the estimate submitted to the
Planning Board'by-Lawrence T~thill, P.E.
Vote of the Board: Ayes:- ALL
On motion by Mr. Unkelbach, seconded by Mr. Moisa, itwas
RESOLVED: WHEREAS StanleySledzieski, has petitioned the
'Southold TOWn Planning Boardfor final approval or'their plat
known.as "Sunset Knolls", at Mattituck, N.Y., and
WHEREA~ the Superintendent-of Highways oft he Town of Southold
has inspected the map'and approves this highway layout of the-roads
~o be constructed, andhis report is hereby acceptedby the'Planning
Board, and

WHEREAS-the applicant has filed a letter of intent to meet
the Park and-playground requirements of the Planning Board, and
WHEREAS 'the signing of the final maps by the-Chairman of the
Sonthold Town Planning Board is waived until such time as the
performance bond is posted for the' roads, and other improvements
in the- Subdivision, and said bond is .accepted by. the~ Southold Town
Board,
NOW, THEREFORE, BE IT~RESOLVED that the'Subdivision to be known
as "Sunset Knolls", att Mattituck~ New York, consisting of 9.45
acres , owned and developed by Stanley'Sledzieksi, be and it hereby
is ap~Dved.

Mr. Otto Van Tuyl presented preliminaryplan for~subdi~sion
of George Ahlers in Southold. The'Chairman gave the history of the
canal being dug and stated Mr. Ahlers was advised to cease work on
the'canal, and the canal is to be f~lled ~ack in.
On motion by'Mr. Moisa, seconded byMr.-Coyle, it was
RESOLVED that the Southold Town Planning Boazd-inst~uct
1the Southold Town Building Inspector not-to issu~eany/building
~permits on-any lots covered by the subdivision appl~ication of
George Ahlers as shown on the map by Otto W. Van Tuyl & Son,
map dated October28, 1967, entitled "Preliminary Plan or'calves
Neck", until such time as the developer meets all~'the requirements
of the Planning Board and filesa map&
