Parks, Beaches and Recreation Committee
MINUTES April 17, 2012 Meeting
6:30 P.M. in the Town Hall Conference Room
Present were: Chairman, James McMahon and Members, Jeffrey Standish, Vincent Orlando, Carlos
Gonzalez, John Betsch, Jesse Johnson, Arthur Leudesdorf, M. Marie Bratchie, Nick Deegan and
Phillip Beltz. Absent: Councilman Chris Talbot and Secretary Nancy Foote. Guests: None.
Call to order: Chairman Jim McMahon called the meeting to order at 6:35 P.M. Phillip volunteered
to take minutes in absence of Nancy. Below are discussion items:
Parks Facilities Application -Jeff suggested that the committee consider changing the application
for use of parks facilities and specifically the fees associated with use of Town parks. After several
comments and suggestions, it was agreed that members should review and send comments in
writing to Nancy Foote prior to the next meeting for further discussion.
Peconic Lane Community Center - Jim reported that renovations are almost complete with the
exception of some outdoor lighting and handicap accessibility that should be completed by the end of
the month. The stage is complete and Ken will notice the community that it is available for utilization.
Bitner Preserve- Also known as Soundview Dunes Park. John stated that it if very difficult to locate
the preserve and Jim reported that signage will be placed on the site. In addition, Jim said that the
trails have been laid out.
Grafitti Removal- John expressed frustration with the abundance of graffiti throughout Town and
queried if the property owners could be made liable to clean it up in a timely manner. Phillip noted
this had been previously discussed by the Town Board however it is difficult to make the property
owners liable for someone else's actions.
Additional Park Lands- Jim noted that the Land Preservation Committee is actively seeking sites
that will provide for "active" recreational use.
Donations to the Town for Parks and Recreation- Marie wanted to know if the committee can
solicit donations from corporations and the public to request funding towards improvements and
amenities (benches, etc.) Jim stated that he will forward the policy from Southampton. Marie
volunteered to draft a sample letter on behalf of the committee after reviewing Southampton's policy.
Update ADA Equipment at Tasker Park- Vincent wanted to know the status of Karly Taplin's
request for developing park facilities that are amendable for children with disabilities. Jim has
followed through on several occasions and the procurement has been delayed due to adherence with
state contract regulations.
New Suffolk School District Fields- Nick reported that the New Suffolk School District's fields are
often in need of maintenance and could the Town or some other entity assist with mowing grass, etc.
Jim suggested reaching out to the Louis Bacon Foundation.
Pamphlet of Town Code Reqardinq Responsibilities of Doq Owners: Ken requested that the
committee review the draft of pamphlet "Doggie Do's and Don'ts" prior to next meeting for further
discussion. He would like this enacted before beach season begins.
The meeting was adjourned at 7:45 PM. The next committee meeting was not scheduled at this time.

Additionally, Arthur would like to suggest that on the application for Use of Property, under certificate,
in the space for the additional insured, the Town of Southold should be added there. Also, a copy of
the Declaration page should be submitted with the Certificate of Insurance.
