HomeMy WebLinkAboutLP-04/03/2012LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, April 3, 2012 at 7:00 p.m. Members Present: Members Absent: Also present: John Sepenoski, Chairman (7:18 p.m.) Ray Huntington Maureen Cullinane Sam McCullough Lillian Ball Allan Connell Eric Keil Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Al Krupski, Town Board Liaison Louise Harrison, Southold Town Resident (left 7:30 p.m.) Commencement: · The meeting began at 7:10 p.m. with five LPC members present. Adoption of Meeting Minutes: · Acceptance of meeting minutes 2012 from February 23, 2012, February 28, 2012, and March 20, HOLD acceptance of meeting minutes from February 23, 2012 as not prepared in time for meeting. MOTION made by Allan Connell, seconded by Maureen Cullinane, to accept the Land Preservation Committee meeting minutes from February 28, 2012. Motion: 51011 (Ray Huntington abstained as he was not present at 2/28/2012 meeting) MOTION made by Lillian Ball, seconded by Allan Connell, to accept the Land Preservation Committee meeting minutes from March 20, 2012, as revised*. Motion: 6/0 *Ray Huntington requested that his assenting vote in the matter of Preservation Program Process and Ranking re: Farmland, be changed to an abstaining vote. All members present agreed and the 3/20/12 LPC minutes will note this revised motion vote. Land Preservation Applications and Inquiries: · APPLICATION / INQUIRIES: Farmland PDR o SCTM #1000-55-2-10.2 (Moffat North) Committee waiting for revised application. No further review at this time. SCTM #1000-55-6-37.1 & 63-3-1.1 (Meyer) Melissa Spiro presented report on this application, and information received from, or on behalf, of landowner. Application reviewed by Committee. Application was ranked by LPC - not in priority area. MOTION made by Sam McCullough, seconded by Maureen Cullinane, directing Land Preservation Coordinator to send a letter to Sandra Meyer, landowner, that this application is not a priority at this time, and that a copy of said letter be forwarded in proper manner to the Southold Town Board. Motion carried: 510/'1 (Ray Huntington abstained) SCTM #1000-63-3-25 (ZBL Properties LLC) MelJssa Spire presented report on this application. Application reviewed by Committee. Application was ranked by LPC - not in priority area. MOTION made by Maureen Cullinane, seconded by Allan Connell, directing Land Preservation Coordinator to send a letter to ZBL Properties LLC, landowner, that this application is not a priority at this time, and that a copy of said letter be forwarded in proper manner to the Southold Town Board. Motion carried: 510/'1 (Ray Huntington abstained) o SCTM #1000-68-4-18 (Sepenoski, John B., Jr.) This application will be discussed at next LPC meeting. o SCTM #1000-95-1-11.2 (Biggane) This application will be discussed at next LPC meeting. SCTM #1000-112-2-1 & 2 (Macari, Bergen Ave) MelJssa Spire presented report on this application. Application reviewed by Committee. Application was rank favorably was LPC. MOTON made by Allan Connell, seconded by Sam McCullough, to direct Melissa Spiro, Land Preservation Coordinator, to proceed with this application by contacting Joseph Macari, landowner, to confirm that application is for both parcels (SCTM #1000-112.-2-1 & 2), that no reserve area is bein9 requested, and that landowner's expectations are in line with anticipated appraised price per acre. Upon confirmation, the Land Preservation Coordinator is directed to authorize an appraisal of these properties. Motion carried: 51011 (Ray Huntington abstained) · SCWA ROUND 2 PENDING NOTIFICIATION re: bids for surplus property No action. Committee has no interest in this surplus property being offered for sale. Applications & Inquiries for Uses or Structures on Preserved Property: · INQUIRY re: Potential Usewithin Development Rights Easement [confidential business plan] Request was made in regard to a proposed sunflower maze on land on subject to a Town development rights easement. Committee determined that sunflower maze would be an allowable use; however, public parking for said maze, would not be allowed in accordance with the terms of the recorded easement on this particular parcel. Melissa will relay information to farmer. Stewardship and Management: · LAUREL LAKE PRESERVE SCWA restoration plan SCWA will be directed to seed area affected by its work crew with a grass seed mixture as determined by Allan Connell after his field inspection of the subject area. He will report as to what seed mixture would be best to use in the designated area. John Sepenoski will contact Jim McMahon, DPW, regarding ways to re-direct a trail made by SCWA vehicles. Suggestion will be made to possibly plant trees obtained from Custer Preserve or placement of a Icg across trail way to block vehicle access and footpath visitors from accessing restricted land areas. General Land Preservation Items: · PRESERVATION PROGRAM PROCESS AND RANKING o Re: Open Space The majority of the LPC meeting to be held on April 17, 2012, will be devoted to discussion on Open Space Preservation Program Process and Ranking. Addition to Agenda: Ray Huntington requested and was granted time by the Chair to address the Committee. Ray noted that he had concerns regarding duties and actions undertaken by the Committee. He read a prepared statement regarding his views as to duties of the Land Preservation Committee authorized by the Town Code. Next Regular Meeting: · The next regular meeting will be held on Tuesday, April 17, 2012 at 7:00 p.m. in the Annex Executive Board Room.
