HomeMy WebLinkAbout03/19/2012Southold Transportation Commission Southold Town Hall March 19, 2012 Meeting RECEIVED APR 2 3 20 2 Called to Order 10:07 AM by Chairman Neb Brashich. $outhold Town Clerk Members Present: Jim Baker, Margaret Brown, Frank Field, Town Engineer Jamie Richter, Chief Martin Flatley, Highway Superintendent Pete Harris, Planning Director Heather Lanza and Tom Fox. Members Absent: Greenport Rep. Bob Feger and Councilman Chris Talbot. Minutes of February 13, 2012 A motion to approve the minutes was made by Pete Harris, seconded by Frank Field and was carried with a correction to reflect that the next meeting of the EETC was scheduled for March 14, 2012 instead of February 8, 2012. For the sake of good order, a copy of the corrected February minutes is attached. East End Transportation Council Update - March 14t~ Meeting NYS Grants Heather Lanza and Margaret Brown reported that NYMTC grants covedng urban areas may be available in 2013 while Chief Flatley observed that policing grants had been cut in half. LIRR "Scoot" Trains Heather also reported that there was only partial funding for that project. Funding has budgeted for only two years and a feasibility study estimated to cost about $2,800,000 will be undertaken. Equipment costs are estimated to be about $78,000,000 and any service would not commence before 2014. As the five-year budget is not yet fully funded, the LIRR is seeking political support for the project and affected residents are encouraged to contact their elected officials concerning the budget issue. With the retum of regular weekend service on the Greenport Line over the Memodal Day weekend, the "Wine Train" will resume Saturday service. Suffolk Transit Sunday service will resume on the S-92 and C-10 (East Hampton to Montauk) routes and the fare will be $2.25. SCT will be also raising fares system-wide to $2.00 and the handicapped service will also be maintained. Supervisor's Requests None San Simeon by the Sound, Greenport- Motor Vehicle Accidents Correspondence concerning that issue, which was raised at the February 13~ meeting,' has been forwarded to the SCDPW for its attention and the Administrator of San Simeon has been advised accordingly. Planning Board Requests None Harbes Heather reported that the site plan was proceeding and will be resubmitted with changes. Comprehensive Town Plan She also reported that the Transportation Chapter of the Plan should be available in the fall of 2012 or in early 2013. The Commission will discuss that chapter when it becomes available. Orientation / Interpretive Signage Project - Special Meeting Neb advised that a special meeting on the signage issue is scheduled for March 21st at 1:00 PM in the conference room at Town Hall. It is understood that 40 to 50 photos will be required for inclusion in the project and that the RBA Group will issue an RFP. While $124,000 will be required for the total package of the two types of previously described signage, only $90,000 is available at this time. The Orient Historical Society has declined to participate in the project. Moreover, due to the very onerous NYSDOT requirements concerning the placement of and access to the signage on the Southold Historical Society's property, the signage in Southold Hamlet will be placed only on Town property. Current Transportation Issues Southold/Greenport Bus Shelters Neb reported that nothing further had been heard from SCDPW and he will contact that agency for an update. ReRulation of Vans & Limos Due to Councilman Talbot's absence, discussion of that issue has been deferred. Old Business The EES&MA's next meeting is scheduled for April 11, 2012 and it is hoped that the EETC will be tasked with a new mandate at that time. In the interest of a more effective response to community-related issues, the Commission agreed that inquiries from neighborhood or property owner associations should be accorded priority over requests for action by individuals. The Commission also discussed the format and nature of its meetings and reached a consensus that its work has been beneficial to the Town. Moreover, to enhance its effectiveness, a continuing information exchange between the Supervisor and the Chairman is essential. New Business Heather Lanza reported that an expansion of the Town's website with links to individual commissions and committees is being implemented. Input on the Commission's web page should be submitted by April 5th. Next Meeting April 23, 2012 at 10:00 AM in the conference room at Town Hall.
