The Developer has agreed to install and maintain the "RCA" sub-base material to stabilize the road for access to the three Model Homes. This "RCA" sub-base has been constructed in a satisfactory manner and access to the three homes is now stable. Please keep in mind that this road sub-base will need to be maintained throughout the construction process and totally reconstructed immediately after the remaining utilities are installed. I immediately reinforced your position with the owner due to the fact that you are correct. It is clearly stated within the code that any space that is provided with heat must conform to the energy code. The options were simple, remove the heat source from the garage or provide documentation of compliance. LKMA were not the original architects for the project but did prepare as-built documents that were previously submitted to your office. Having personal knowledge of the as-built residence I suggested that the house be reviewed and a new energy analysis prepared, including the revisions, prior to removing the heat source from the garage. As you are aware, the revisions to the original plans included, but not limited to, the Maids Room, bath & hall within the basement level, the substitution from a wood frame Marvin Window to a vinyl frame Andersen Window and, of course, installing heat within the garage. I received a copy of the REScheck Compliance Certificate, dated 10-24-06, that was submitted for the building permit for reference. My initial review of the certificate was not promising but I noticed that a key item if the "assembly" was not included within the original analysis. The original preparer omitted the 919 sq. ft. of wall framing with RI9.0 cavity insulation. It was probably not picked up because the analysis produced a "passed" Compliance Certificate. Utilizing the as-built documents and the revisions referenced above I have prepared a new REScheck analysis utilizing the web-based program. The current analysis is in compliance passing using UA trade- off 15% better than code.
