Adoption of Meeting Minutes: · Acceptance of meeting minutes from January 19, 2012, January 24, 2012, February 2, 2012, February 7, 2012, and February 16, 2012 MOTION made by Maureen Cullinane, seconded by Sam McCullough, to accept the Land Preservation Committee meeting minutes from January 19, 2012. Motion: 4/0/1 (Lillian Ball abstained as she was not present at 1/19/2012 meeting. Ray Huntington not present at time of vote.) MOTION made by Eric Keil, seconded by Lillian Ball, to accept the Land Preservation Committee meeting minutes from February 7, 2012, as amended. Motion: 5/0 (Ray Huntington not present at time of vote.) HOLD acceptance of meeting minutes from January 24, 2012, February 2, 2012 and February 16, 2012 as not enough LPC members present that were at these meetings in order to take vote. Land Preservation Applications and Inquiries: · SCTM# 1000-106.-9-2.3 (Cooper Farm) Review and prepare comments for AgPDD application Eric Keil not present for any discussion on this project due to family relationship to applicant. Landowner, Doug Cooper, met with Melissa Spiro, and requested a third Reserve Area potential at south end of property, in additional to Reserve Area potential at north end and in center of property. LPC decided that there would be no minimum nor maximum size to each potential Reserve Area provided that combined acreage of potential three Reserve Areas not be more than 5ish acres (20% of surveyed buildable acres). LPC will require Town Permits for farm house labor trailers located on the property. Landowner requested NYS Ag & Markets protection clause added to easement/new zone. This request will require further LPC review. APPLICATION UPDATES The LPC members entered into EXECUTIVE SESSION. o SCTM #1000-~4-7-21.4 (Horton's Lane Farm) [Executive Session] An purchase offer has been accepted by the Town Board. Contracts are due to go out to buyer's attorney on Wednesday, February 22, 20'12. Closing is expected to take place shortly after 30-day time period for permissive referendum ends on or about March '15, 20'12. END OF EXECUTIVE SESSION Brief status overview of applications/inquiries LPC applications/inquiries reviewed in accordance with proposed preservation program process and ranking system being established by LPC. All applications will require further review. SCTM #1000-53-1-6 (Pekunka) Review appraisals; LPC action on potential purchase offer [Executive Session] The LPC members entered into EXECUTIVE SESSION. Appraisals based upon an approximate acreage amount were reviewed. Said acreage amount is being disputed by landowners and cannot be resolved until after a survey had been completed. An 40,000 sq ft area around existing residential home and accessory structures will not be included in the purchase. State Grant has been awarded to Town for 50% of purchase acquisition plus administrative and closing costs. END OF EXECUTIVE SESSION MOTION made by Eric Keil, seconded by Sam McCullough, to direct Melissa Spiro to present a purchase offer to the Pekunka family for the purchase of open space fee title to part of SCTM #'1000- 53-'1-6, subject to first obtaining Town Board approval to proceed with acquisition. Motion not voted on and discussion continued. MOTION made by Eric Keil, seconded by Sam McCullough, to modify previous motion made, to direct Melissa Spiro to negotiate a purchase offer with the Pekunka family for the purchase of open space fee title to part of SCTM #'1000-53-'1-6, subject to first obtaining Town Board approval to proceed with acquisition after meeting with the Town Board at their next work session on February 25, 20'12, to discuss the Land Preservation Committee's recommended purchase price for the Pekunka property. Motion carried: 5/'1 (no - Ray Huntington disagreed with recommended purchase offer price) Applications & Inquiries for Uses or Structures on Preserved Property: · SCTM #1000-18-6-14.6 & 14.9 (Tom Hart inquiry) Inquiry re: use within Town PDR Easement LPC reviewed inquiry made by Tom Hart who is leasing farmland on Town PDR in Orient, requesting access to a proposed farm stand in a Reserved Area to be accessed via a NYS curb cut to a farm road located within the Town's easement area. Easement does not permit access use to retail farm stand. Melissa will respond to inquiry. SCTM# 1000-63-1-25.4 (PLT Agricultural Center, Southold) Review application to construct 2 greenhouses within Town PDR Easement LPC action on application Stephen Searl presented Peconic Land Trust's request to construct two small greenhouses within Town PDR easement area on former Charnews Farm. Greenhouses will be located side-by-side in a location south of main barn within the designated Agricultural Structure Area. MOTION made by Eric Keil, seconded by Lillian Ball, to approve Peconic Land Trust's request for placement of two small greenhouses (each greenhouse being 16x24 foot in size), adjacent to the southerly end of the existing barn as indicated on proposed greenhouse sketch plan dated January 30, 2012 and submitted with request letter dated February 17, 2012. Motion carried: 5/0 (Ray Huntington not present at time of vote.) Eric Keil inquired as to a heating source for the proposed greenhouses. In the event these greenhouses will be heated by fuel oil, propane, natural gas, or other means of a heating source, Peconic Land Trust will need obtain further LPC approval. Stewardship and Management: SCTM #1000-58-1-1.1 (Sound View Dunes Park) Brief re-cap of site visit (Melissa) LPC action on potential adoption of Stewardship Management Plan Land Preservation Committee members John Sepenoski, Lillian Ball, Maureen Cullinane and Ray Huntington (at entrance only), along with Laura Klahre, Melissa Spiro, Melanie Doroski, Jim McMahon (DPW) and Diana Sanford (Suffolk County Parks) met on February 15, 2012 at Sound View Dunes Park to walk the proposed forest trail. Changes to trail configuration were made, as well as location to three boardwalks that would be needed to cross wet areas along the trail. MOTION made by Lillian Ball, seconded by Maureen Cullinane, to accept the revised forest trail configuration for Sound View Dunes Park. Mapped forest trail will be presented to Town Board for approval and adoption and will be included within the previously adopted Stewardship Management Plan for this property. Motion carried: 5/0 (Ray Huntington not present at time of vote.) General Land Preservation Items: · PRESERVATION PROGRAM PROCESS AND RANKING LPC continued discussion of rankin9 and categorizin9. Discussion will be continued at subsequent meetings. Next Meetings: A meetin9 of the Land Preservation Committee will be held on Thursday, February 23, 2012 from 6:00 p.m. to 8:00 p.m. in the Annex Executive Board Room. Agenda will be limited to Comprehensive Plan Agriculture Chapter presented by Heather Lanza, Plannin9 Director. (Lillian Ball will be unable to attend this meetin9. Eric Keil and Ray Huntington may not be able to attend this meeting.) A meetin9 of the Land Preservation Committee will be held on Tuesday, February 28, 2012 from 6:00 p.m. to 8:00 p.m. in the Annex Executive Board Room. Agenda will be limited to Preservation Program Process and Rankin9. Next Regular Meeting: · The next regular meetin9 will be held on Tuesday, March 20, 2012 at 7:00 p.m. in the Annex Executive Board Room.
