Adoption of Meeting Minutes: · Acceptance of meeting minutes from January 10, 2012 and January 19, 2012 MOTION made by Maureen Cullinane, seconded by Ray Huntington, to accept the Land Preservation Committee meeting minutes from January '10, 2012. Motion carried: 5/0 HOLD - Acceptance of meeting minutes from January 19, 2012 pending revisions. Land Preservation Applications and Inquiries: · SCTM# 1000-106.-9-2.3 (Cooper Farm) Review and prepare comments for AgPDD application Melissa presented information for LPC review pertaining to: agricultural and/or residential structure area placement, Reserved Area location, future development allowance as per AgPDD, and proposed allowed uses within new AgPDD zone. Melissa to incorporate LPC's comments for further review at next meeting. Applications & Inquiries for Uses or Structures on Preserved Property: · PROPOSED WIND TURBINE AT SCWA PROPERTY ADJACENT TO LAUREL LAKE Request to review Full EAF Town Board requested LPC review of Full Environmental Assessment Form (EAF) submitted by the Suffolk County Water Authority for proposed wind turbine on one of its parcels located at Laurel Lake and adjacent to Laurel Lake Preserve. The Full EAF submitted has raised concerns re: bats, fire, th access, scenic view, etc. Response due to Town Board by January 27 . LPC to make request to Town Board for additional time to review the Full EAF as LPC had just received it and had not had time to review it. Stewardship and Management: · Deer Management Update presented by Jeff Standish and Laura Klahre (7:00 p.m. appointment) Laura Klahre and Jeff Standish gave report on their meeting with Suffolk County Park representatives regarding Town's request for deer management on jointly owned open space parcels. County has proposed allowing bow-hunting from November 15 to December 31 within Sound View Dunes Park (Bittner properties -1 hunting zone); Arshamomaque Preserve (Chapel Lane - 2 hunting zones); and Ruth Oliva Preserve at Dam Pond (1 hunting zone). Parks will remain open every day to both hunters and hikers/walkers using these lands. Due to too many unofficial walking trails within these areas, hunting zones have been limited to help avoid contact between hunters and hikers/walkers. Elimination of unofficial_trails, or changes to existing trails, may make for more hunting zones in the future. More details are still to be worked out between the Town and County. Jeff will work with County guidelines and adapt for these joint owned lands. Seasonal information concerning deer management program will be posted at kiosks located at these preserves/parklands. MOTION made by Maureen Cullinane, seconded by Sam McCullough, to support Deer Management Plan between the Town of Southold and County of Suffolk for joint-owned open space parcels and to direct Laura Klahre and Jeff Standish to present Plan to the Town Board for approval. Motion carried: 5/0 SCTM #1000-9-8-2.1 (Silver Eel Preserve) Review of draft Stewardship Management Plan Laura gave report on draft Stewardship Management Plan for Silver Eel Preserve and proposed trails to be cleared and maintained there - a bluff trail and beach trail. These trails were proposed by Laura and Jeff Standish after a field inspection of the property. Jeff assured the LPC that the trails can be cut simply by using a chainsaw and then will be maintained by the Fishers Island Museum personal at no charge to the Town if the Town can provide them with a weed whacker with saw blade attachment at a cost of approximately $200. The existing beach trail encroaches somewhat onto Dixon Harvey's adjacent property next to the preserve and Mr. Harvey will allow this encroachment. LPC asked that a plan setting forth what would need to be done to implement the trail such as steps, regrading, etc., together with a paper trail be drawn out and placed on file in the event Mr. Harvey should cease ownership of his property in the future. MOTON made by Ray Huntington, seconded by Maureen Cullinane, to approve the Silver Eel Preserve Stewardship Management Plan as dated January 24, 2012, and to present this Plan to the Southold Town Board for adoption. Motion carried: 5/0 SCTM #1000-86.-1-10.12 (ZIP Peconic Wells, LLC) Monitoring follow-up Allan Connell re-inspected the site and concluded that the oil spill reported in his monitoring report dated September 21, 2011, has been appropriately cleaned up. He found no odor present, and augured down 2 feet into the soil at the spill area and found no remaining evidence of a spill. Contaminated soil appears to have been removed off site and crushed concrete laid in the area. Addition to A,qenda SCTM #1000-58-1-1.1 (Sound View Dunes Park) Status report Laura Klahre Dresented proposed forest trail for the Bittner property and suggested a group trail walk th on February 7 at 3:00 p.m. LPC requested that she distribute the proposed plan to members prior to walk. Laura reported that Town expects to have official trails opened at Sound View Dunes Park by Earth Day, April 22, 2012, and plans for a Town/County press conference around this time. General Land Preservation Items: · AgPDD ANNUAL PURCHASE PRICE PROCESS Current Annual AgPDD purchase price expires in April 2012. New appraisal necessary to establish annual purchase price. MOTION made by John Sepenoski, seconded by Maureen Cullinane, to direct Melissa Spiro, Land Preservation Coordinator, to commission two separate appraisals on a "hypothetical parcel" for purpose of establishing annual AgPDD purchase price. Motion carried: 5/0 · PRESERVATION PROGRAM PROCESS AND RANKING HOLD - due to time constraints. Review will continue. · PRESERVATION FINANCIAL UPDATE Not discussed due to time constraints. YEAR END REPORT Melissa mentioned her Year End Report and Annual Report to Supervisor. Both reports not discussed in detail due to time constraints. SUFFOLK COUNTY FARMLAND COMMITTEE MEETING - January 24, 2012 ~ 12 noon Stephen Searl attended Suffolk County Farmland Committee meeting held this afternoon in Hauppauge and gave update re: Vitti application was approved for appraisal. Next Meeting: · A meeting of the Land Preservation Committee will be held on Thursday, February 2, 2012 from 6:00 p.m. to 8:00 p.m. in the Annex Executive Board Room. Agenda will be limited to Preservation Program Process and Ranking. Next Regular Meeting: · The next regular meeting will be held on Tuesday, February 7, 2012 at 7:00 p.m. in the Annex Executive Board Room.
