Box 1179 Southold, New York 11971 Fax (516) 765-1823 Telephone (516) 765-1800 LAND PRESERVATION COMMITTEE MEETING MONDAY, NOVEMBER 22, 1999 MINUTES RECEIVED Present were: Dick Ryan, Reed Jarvis, Joe Krukowski, 'Jim Pim, Ray Huntington, Brian Murphy, Tim Caufield and John Sepenoski. The Minutes of the October 18, 1999 meeting were accepted as read. The committee received appraisal estimates from both Given Associates and R. J. Matuza & Associates for the property owned by Stephania Zazecki on Pine Neck Road and Main Bayview Road. Dick will try to contact the owner to see if they are interested in selling the property. tf she is, we will go ahead with the appraisal with R. J. Matuza, who gave the lower estimate. Dick was contacted by Danny Latham of Latham Farms regarding some changes he would like to make re: access over property that has the development rights sold. Dick asked him to put his suggestions in writing. Scott property - nothing to report at this time. Ernst/Simmendinger - a letter was sent withdrawing the offer, as they had filed an application with the County. Dick has had no response from them but understands they are not interested in the County's offer. A motion was made by Jim Pim and seconded by Reed Jarvis to have Dick contact Ernst/Simmendinger and make the same offer that had been with- drawn. All were in favor. Also, Dick will send a letter to Jim Burke, an attorney with the Suffolk County Planning Department and invite him to come to our next meeting, where he could possibly answer some of the committee's questions regarding partnership, etc. Brian said we need coordination with the County. Also it was suggested that an appraiser be asked to come to a meeting so that he could answer some of the committee's questions. -2- Tim Caufield discussed the Proposal For "Study Area" analysis with the committee. The four items he discussed were: 1) Identify significant areas worthy of protection and compile mapping and parcel information in those areas in a format that lends itself to com- prehensive analysis. 2) Make landowners feel important and involved. The remaining land- owners that hold the most significant undeveloped parcels often feel very threatened by "Outsiders" telling them what they can or cannot do. This program should involve willing landowners to a significant degree and respect landowners who are not interested for whatever reason. 3) Build additional capacity for the Town of Southold to do more of this work with internal resources. 4) Be cost effective. (i.e. the initial cost of preparing the area wide plans should be in part recouped through savings on subsequent COP plans on individual projects). Ray Huntington showed the committee maps that John Sepenoski had produced and gave them copies of spread sheets. Agricultural Protection Strategy meeting - Brian said they left it open for written comments. Contracts for Sidor, Page/Shinn, Lieb and Conway have still not been written. Brian will check with the Town Attorney's office. With no further business to be conducted, the meeting was adiourned at 10:30 p.m. Respectfully submitted,~ Secretary
