Purpose The purpose of this memorandum is to request your approval of the attached contract documents for the subject project. The above project is a Federal Aid project, and this memorandum is required for all locally administered Federal Aid projects. All requirements requisite to these actions and approvals have been met in the development of these documents, independent quality control peer reviews have been accomplished, and the work is consistent with established standards, policies, regulations, and procedures except as otherwise noted in this memo. Your signature with authorize the submittal of this package to the New York State Department of Transportation, seeking their approval to advertise, let, and award the construction contract to a responsible Iow bidder. 2. Project Location and Cost The proposed project is located along the New York State designated North Fork Tdal Scenic Byway, which consists of a 36-mile corridor whose limits include the entire lengths of Sound Avenue/County Road 48 and New York State Route 25 within the boundaries of the Town of Southold. Four (4) sites have been selected as locations to be represented with an interpretive sign: Laurel Lake Preserve, Laurel; Arshamomaque Pond Preserve, Southold; Dam Pond Reserve, East Marion; Oysterponds Historical Society, Orient. Kiosks are proposed for the busiest hamlet centers within the Town of Southold. They will be placed in locations that have high pedestrian volume, as well as cultural and historical significance. Based on these cdteda, four (4) locations were chosen: Mattituck, Cutchogue, Southold, and Greenport. The design for this project is being engineered by The RBA Group. The estimated cost of construction is approximately $123,620. 3. Project Type The project will consist of the installation of Interpretive Signs and Kiosks along the North Fork Trail Scenic Byway. Design Approval The Design Approval Document for this proiect was a Scope Summary Memorandum/Final Design Report. Design approva~ was granted in September 2010. All Nr=PA/SEQRA requirements have been setJsfied. 5. Construction Specifications The RB^ Group has recommended the use of New York State specifications and Fnglish units in the design of the subject proJect. 6. Letting Date and Contract Completion Date The anticipated letting date is June 26, 2012. The anticipated contract completion date is November 1, 2012. 7. Construction Supervision The supervision of construction is to be by The RBA Group, and a construction management plan (consistent with Chapter 15 of Procedures for Locally Administered Federal Aid Projects) has been submitted to the N¥SDOT. 8. Pre-bid Meeting A pro-bid meeting is not required or desired, and is not scheduled. 9. Advertisement The advertisement length is five weeks. 10. Pre-requisites to Contract Advertisement a. ROW. Right-of-Way Clearance Certificate was submitted February, 2012. b. Permits. No permits were required. c. Utility Relocation. This project does not require utility relocations. d. Railroads. A railroad does not exist within the proJect limits. e. NYSDOT Structures Coordination. This proJect does not involve a bridge closing.
