HomeMy WebLinkAboutLP-02/07/2012LAND PRESERVATION COMMITTEE MEETING Minutes & Discussion Notes from Meeting held Tuesday, February 7, 20'12 at 7:00 p.m. Members Present: Members Absent: Also present: John Sepenoski, Chairman Ray Huntington Sam McCullough Eric Keil (left 9:30 p.m.) Maureen Cullinane Lillian Ball Allan Connell Melissa Spiro, Land Preservation Coordinator Melanie Doroski, Land Preservation Secretary Laura Klahre, Land Management Specialist (7:00 p.m. -7:45 p.m.) Commencement: · The meeting began at 7:15 p.m. with six LPC members present. Adoption of Meeting Minutes: · Acceptance of meeting minutes from January 19, 2012, January 24, 2012, and February 2, 2012 HOLD - Melanie will re-send drafted minutes to LPC members for review via e-mail. Land Preservation Applications and Inquiries: · SCTM# 1000-106.-9-2.3 (Cooper Farm) Review and prepare comments for AgPDD application Eric Keil not present for any discussion on this project due to family relationship to applicant. Melissa presented information for LPC review pertaining to lot coverage, farm labor housing trailers located within the parcel, and uses to be allowed within the proposed easement area. LPC concluded that lot coverage would be as existing in the current Bulk Rate Schedule (20%) for R- $0 zone, or as may be amended by Town Code. LPC in agreement to recommend allowance for the existing two farm labor housing trailers located on the property; however, trailer permits must be obtained from the Town Clerk's office in accordance with Town policy. Melissa asked that LPC members review list of uses allowed/not allowed within the proposed development rights easement area and as to what uses would require a development right and what uses would not. This will be topic for further discussion. Cooper AgPDD application requires further review to elaborate and conclude LPC recommendations to new AgPDD zone. APPLICATION UPDATES o SCTM #1000-53-1-1.2; 1.3 (Manor Grove) [Executive Session] The LPC members entered into EXECUTIVE SESSION. Melissa gave update on status of Town contract with The Nature Conservancy on the Manor Grove proper~y. Public Hearing date needs to be set by Town Board. SCTM #1000-54-7-21.4 (Horton's Lane Farm) [Executive Session] Melissa met with Town Board at its work session on January 3'1, 20'12, regarding sale of Hor~on's Lane Farm and gave status update to LPC. END OF EXECUTIVE SESSION John Sepenoski mentioned that he has noticed lights being left on at the farm that should be turned off. Melanie will follow-up on this with commissioned brokers. SCTM #1000-117-8-18 & 23 (New Suffolk Waterfront) Update re: recent inquiry HOLD - not discussed due to time constraints · UPDATES FROM THE NATURE CONSERVANCY (via Melissa) [Executive Session] HOLD - not discussed due to time constraints Applications & Inquiries for Uses or Structures on Preserved Property: · PROPOSED WIND TURBINE AT SCWA PROPERTY ADJACENT TO LAUREL LAKE PRESERVE Request for comments (Proposal adjacent to preserved land) Southold Town Attorney's Office has requested a response from the LPC to the question of "how would a wind turbine installation on SCWA land impact the adjacent Town-owned preserved lands in the Laurel Lake area?" LPC drafted letter responding to Town Attorney's request for response._ Melissa will formalize response letter and send to Town Attorney. Stewardship and Management: · SCTM #1000-58-1-1.1 (Sound View Dunes Park) Review of proposed forest trail (Laura Klahre 7:00 p.m. appointment) Laura presented the proposed forest trail design for Sound View Dunes Park and explained the rationale. On Wednesday, February '15th at 2:30 p.m., interested LPC members can meet in the parking area at Sound View Dunes to walk the forest trail with Laura, Diana Sanford (SC Parks) and Jim McMahon (DPW) so that the trail can be finalized. Construction of the trail is hoped to star~ in March. Laura mentioned that restoring the driveway on the bluff will take time and more plantings are planned for the future. Snow fence has been installed at the base with a sign indicating that the dune is closed for habitat restoration, with an arrow on how to proceed to the beach. Deer have been vis/ting this area and have destroyed a number of young beach plum/bayberry plantings. Suggestion was made to fence around some of the plantings to hinder the deer from destroying plantings. An official trail opening ceremony with Suffolk County is targeted for the week of April 16th to celebrate Earth Day on April 22, 2012 General Land Preservation Items: · STATUS OF TOWN CONTRACT WITH THE NATURE CONSERVANCY There will be no formal executed agreement between Town and The Nature Conservancy for the year 2012 since TNC will not enter into contracts for less than $50,000 and Town's budget for its services is limited to $10,000 for the year 2012. TNC is still agreeable to working within Southold Town to help accomplish preservation goals and will charge the Town on an hourly basis, as needed, with no contract. AgPDD ANNUAL PURCHASE PRICE PROCESS LPC members instructed Melissa to send out letters to two appraisers requesting appraisal report on "hypothetical parcel" for establishing AgPDD annual purchase price. SUFFOLK COUNTY PRESERVATION PROGRAM Update County wants to establish a 3-month review period for re-prioritizing applications due to limited County funding available. Melissa received confirmation from County that Manor Grove Project (County/Town partnership) funds have been set aside for upcoming closing and will not be affected by the proposed review period. PRESERVATION PROGRAM PROCESS AND RANKING HOLD - not discussed due to time constraints. Will be discussed at LPC meeting to be held on Thursday, February 16, 2012. Next Meeting: · A meeting of the Land Preservation Committee will be held on Thursday, February 16, 2012 from 6:00 p.m. to 8:00 p.m. in the Annex Executive Board Room. Agenda will be limited to Preservation Program Process and Ranking. (Lillian Ball and Eric Keil will be unable to attend this meeting). Next Regular Meeting: · The next regular meeting will be held on Tuesday, February 21, 2012 at 7:00 p.m. in the Annex Executive Board Room. Upcoming Meeting: · A meeting of the Land Preservation Committee will be held on Thursday, February 23, 2012 from 6:00 p.m. to 8:00 p.m., in the Annex Executive Board Room. (Ray Huntington and Lillian Ball will be unable to attend this meeting). Adjournment: · The meeting was adjourned at 10:05 p.m. by the five remaining LPC members.
