A meeting of the Southold Town Conservation Advisory Council was held Wed., January 11, 2012
at Down's Farm Preserve.

CALL TO ORDER
The meeting was called to order at 4:30 PM by Chairman Peter Young.
CHAIRMAN'S ANNOUCEMENTS
Chairman Peter Young reviewed the resume submitted by John Stein and asked Lauren to
schedule an interview.
OLD BUSINESS
Member Jack McGreevy distributed a draft of his Peconic Sustainability Mission Statement.
Chairman Peter Young will meet with Supervisor Scott Russell to discuss how to proceed with any
input from the Council.
APPROVAL OF MINUTES
Moved by Derek Bossen, seconded by, seconded by Doug Hardy, to Approve the Minutes of
December 7, 2011.
DISCUSSION AND RECOMMENDATION OF WETLAND PERMIT & COASTAL EROSION
PERMIT APPLICATIONS
Moved by Derek Bossen, seconded by William McDermott, it was
RESOVLED to SUPPORT the Wetland Permit application of FREDERICK DELAVEGA &
LAWRENCE HIGGINS to construct an 18'X 36' in-ground swimming pool (including 8'X 8' spa);
on-grade masonry pool patio, pool enclosure fence, 65 If. of 2' high retaining wall (with existing
boulders added to each end to avoid need for additional retaining wall), and steps; construct
masonry stoop and steps from house to pool patio; remove existing bluestone patio in back of
house and construct new masonry on-grade patio; place stepping stones from proposed patio to
proposed pool; enclose existing outdoor shower with wood panels; replaca existing driveway with
new pervious gravel driveway; plant native red maples, Acer rubrum, along property line; legalize
previously completed relocation of sliding glass doors to outer wall of previously existing pomh to
completely enclose porch space; and establish permanent 10' wide non-turf buffer adjacent to
wetland boundary.

The CAC Supports the application with the Condition the existing non-native vegetation is
removed from the bluff and replaced with native vegetation and there is a non-disturbance buffer
from the crest of the bluff to the wetland edge of Dam Pond.

Moved by Doug Hardy, seconded by Derek Bossen, it was
RESOLVED to SUPPORT the Wetland Permit application of JOSEPH 8, ALEXANDRA ClAMPA
to remove 92' of existing bulkhead and construct 92' of new bulkhead in-place raising new
bulkhead height 1 '; existing 5' wide non-turf buffer area landward of new bulkhead to be replaced;
dredge an area 25'X 60' to a depth of -3' below mean Iow water removing 15 cy. of spoil; dredge
spoil to be placed landward of new bulkhead as backfill; regrade area; construct a 4'X 4'
cantilevered platform off bulkhead; install a 3'X 12' seasonal aluminum ramp onto a 5'X 24'
seasonal float secured by two 8" dia. anchor pilings.

jurisdiction of the Board of Trustees and replaced with native grasses.

RESOLVED to SUPPORT the Wetland Permit application of EDWARD JURZENIA to install a
storm water run-off drainage area; excavate shaft until well draining soils are encountered; fill
excavated area with sand and gravel; remove trees as needed for site access; and removal of all
dead trees.

RESOLVED to SUPPORT the Wetland Permit application of WILLIAM & JANICE CLAUDIO to
construct 250' Iow-profile 1.5 to 2 ton rock revetment; recover 20-22 cy. of eroded sand from in
shore end of floating dock assembly; place recovered sand as backfill landward of new rock
revetment; and provide a 10' wide non-turf buffer landward and re-vegetate with Cape American
beach grass.

RESOLVED to SUPPORT the Wetland Permit application of STEPHEN G. LATHAM to replace,
in-place, storm damaged timber bulkhead with 150' of vinyl sheathing and approx. 2' higher than
present bulkhead; replace storm damaged 4'X 4' platform and stairs; replenish beach with 400 cy.
sand; and install rip-rap ½ to 1 ton stone armor seaward of bulkhead.

The CAC Supports the application, however, recommends rip-rap rather than the proposed
structure.

RESOLVED to SUPPORT the Wetland Permit application of PHILIP & JENNIFER STANTON to
construct two 4'X 10' dock extensions at offshore end of existing fixed dock and install a 32"X 12'
seasonal aluminum ramp onto a 6'X 20' floating dock secured by three 8" dia. anchor pilings.

RESOLVED to SUPPORT the Wetland Permit application of DAi W. MOY to repair the existing
jettys numbered 1,2, 3, & 4 in-kind and in-place; replace any missing pilings, stringers and
sheathing as needed; and rebolt existing piling and stringers as needed.

CORP. to repair the existing jettys numbered 5 and 6 in-kind and in-place; replace any missing
sheathing as needed; and rebolt existing piling and stringers as needed.

install drywells to control water run-off from dwelling.

RESOLVED to SUPPORT the Wetland Permit application of AVELNO, LLC, AS CONTRACT
VENDEE to construct a 12'X 37' in-ground swimming pool; install pool enclosure fencing; and
relocate drywells.

there is a 10' non-turf buffer landward of the seawall.

RESOLVED to NOT SUPPORT the Wetland Permit application of ELLEN F. EMERY to construct
a 32 sf. observation platform in conjunction with the existing stairway system.

RESOLVED to NOT SUPPORT the Wetland Permit application of JOHN O'GRADY to resheath,
on the landward side, 85' of timber bulkhead utilizing vinyl sheathing; replace wales as needed;
and to construct approx. 83' of retaining wall landward of the bulkhead.

SHEPPARD to construct a fixed timber dock, consisting of a 4'X 12' ramp, 4'X 57' fixed catwalk,
3'X 14' ramp and 6'X 20' floating dock secured by (2) 8" dia. pilings.

The CAC does Not Support the application because the project wasn't staked. The CAC
recommends the location of the navigational channel is depicted on the plans and the dock is
designed in an "L" configuration. The information provided is questionable,

DAVID SCOTT KETNER to construct a pool, pool fencing, patio and landing.
Located: 4321 Brooks Point Rd., Fishers Island. SCTM#-4-5-18
The CAC did not make an inspection, therefore no recommendation was made.
FISHERS ISLAND DEVELOPMENT CORP. to construct a paved recreational path approx. 4,250'
long and 8' wide; approx. 1,533' of the proposed path would be located within 100' of a regulated
freshwater wetlands; construct approx. 570' of 8' wide elevated boardwalk secured by helical
anchors within 100' of wetlands, which is a portion of the 4,250' total length of the proposed path;
construct approx. 617' of retaining walls within 100' of wetlands; and to construct a 16'X 24'
viewing deck that would be elevated approx. 9' above grade.
Located: East End Rd., Fishers Island.
The CAC did not make an inspection, therefore no recommendation was made.
DISCUSSION AND RECOMMENDATION OF APPLICATIONS TO AMEND WETLAND &
COASTAL EROSION PERMITS
Moved by Derek Bossen, seconded by William McDermott, it was
RESOLVED to SUPPORT the application of ROBERT HORVATH to Amend Wetland Permit
#7487 to include first and second floor additions; replace rotted floor structure on first floor deck;
construct new porch; and relocate the sanitary system.

The CAC Supports the application with the Condition there is a drainage plan for the roof run-off.

Motion Carried
Member Jack McGreevy will attend the next regular meeting of the Board of Trustees scheduled
for Wed., January 18, 2012.
The next meeting of the Conservation Advisory Council has been set for Wed., February 15, 2012
at 4:30 PM at Down's Farm Preserve.
There being no further business to come before the Council, the meeting was adjourned at 6:30
PM.
