Dick Ryan opened the meeting. Noreen McKenna agreed to take minutes
for this meeting. .:
New Project - Dick gave the floor to Donna Dzugas-Smith, who wants to
reopen discussion with LPC regarding purchase of development rights for
her farm located on Rt. 48 and Tuckers Lane. Parcel is total of 28.31 acres.
Ms. Dzugas-Smith is offering 24 acres for development right sale. An
appraisal was done in 1996, at which time the initial discussions of sale.
had begun. Mr. Ryan suggested that the LPC and the Dzugas-Smith
family share the cost of a new appraisal. He further advised that the
family decide where they wished to build their homestead and tasting
room and present same toLPC as soon as possible.
New Responsibilities for the LPC - Mr. Ryan informed the Board that it
will become the advisory committee to the Town Board for the Community
Preservation Project Plan, assuming the 2% transfer tax is approved by
voters in November. Reed Jarvis offered to distribute flyers explaining
the tax at the winery.

Opposition to the transfer tax is expected to be strong and well-funded.
Tim Caufield informed the group that the Peconic Land Trust, the
Group for the South Fork, the North Fork Environmental Council and the
Nature Conservancy had joined forces to hire a public relations pro-
fessional to counter the attacks on the referendum.
Signage - As soon as the sign posts are in, we can erect Land Preservation
signage similar to the type used by the Peconi¢ Land Trust on parcels
whose development rights have been sold. Members will assist in getting
the signs up.
PLT Staffing - Tim Caufield announced that Hoot Sherman is taking over
as the Director of Public Programs for the Towns fo Shelter Island, Southold
and Riverhead, as well as the County. Hoot will be available to assist in
unraveling red tape. Hoot will also act as staff to the STLPC
Updates - Town Attorney authorized title report on Ruland property.
Kaloski parties are initialing final changes on contract, then
title report needed.
Ackermann- Town Attorney has been in touch, process slowed
down.
Reinhardt- Motion made by Fred Lee and seconded by Jim Pim
to make an offer on the parcel based on the appraisal.
