Box 1179 Southold, New York 11971 la'ax (516) 765-1823 Telephone (516) 765-1801 LAND PRESERVATION COMMITTEE TOWN OF SOUTHOLD MEETING - MONDAY, JANUARY 26, 1998 MINUTES Present were: Dick Ryan, Fred Lee, Tom Madigan, Noreen McKenna, Jim Pim, Brian Murphy, Ruth Oliva, Tim Caufield, Perri Youman and Richard Reinhardt. A motion was made by Jim Pim and seconded by Tom Madigan to accept the Minutes of the December 15, 1997 meeting. All were in favor. Mr. Reinhard showed the committee a map of the property being offered. It is located on Alvah's Lane in Cutchogue. Mr. Reinhardt is the con- tract vendee for the property. There is a total of 20 acres; however, only 14 are being offered. Dick visited the site and said it is a great vista to try to preserve. It has to be put back in agricultural pro- duction. Mr. Reinhardt said he will take care of this. A motion was made by Jim Pim and seconded by Noreen McKenna to recommend to the Town Board that an appraisal be done on this parcel. All were in favor. Shipman property- Dick checked this property. There are covenants and restrictions on this property. There are no development right left. Dick will contact the Shipmans. The committee discussed the letter sent by Mr. Uhl of Plower Hill Building Corp. He is the owner of property on Ackerly Pond Lane in Southold (approximately 25 acres). He is interested in offering the development rights on this parcel under the Open Space Program. An application was sent to Mr. Uhl. Th~ committee was very interested in this property. Fishers Island Open Space Project - Dick spoke to Brad Ferguson, who is the son of the owner. This property is adjacent to the beach property owned by the Island People's Project. They would like to sell this property to the Town under its Open Space Program to be used for parking, picinic use, etc. A motion was made by Fred Lee and seconded by Noreen McKenna to recommend to the Town Board that an appraisal be done on this property. All were in favor. Dick spoke to Patrick Given, who is doing an appraisal on Fishers Island. He would do the appraisal for $2500.00. -2- William and Theresa Ackermann property - a motion was made by Noreen McKenna and seconded by Tom Madigan to recommend to the Town Board that the Town purchase the development rights on this property. The purchase price is $5500.00 per acre for $3.6 acres and $8000.00 per acre for $.1 acres, for a total cost of $335,600.00. All were in favor. Raphael Vineyards - the offer has been accepted as per Gall Wickham. Approximately 45 acres are proposed to be purchased at a price of $7700.00 per acre, having a cost of $346,500.00. A motion was made by Jim Pim and seconded by Tom Madlgan to recommend to the Town Board that the Town purchase the development rights on this property. All were in favor. Christian F. Baiz property - A motion was made by Noreen McKenna and seconded by Fred Lee to recommend to the Town Board that Andy Stype be contracted to conduct an appraisal on this property on the east side of Ackerly Pond Lane, Southold. All were in favor. On January 19th Dick attended the meeting of the'Fort Corchaug Manage- ment Committee. They are struggling with a management plan. It was suggested that a consult~ant be engaged to set up a management plan. Dick spoke with Jean Cochran and suggested possibly the Peconic Land Trust. On January 20th Dick attended a meeting re: Arshamomaque Wetlands Project. The Nature Conservancy is negotiating purchase opetions from affected property owners. Who will ultimately own this property, the County or the Town? There will be updates. On January 23rd Dick attended a Planning Board meeting re: automated mapping with Andy Johnson. On January 26th Dick and Tim Caufield attended a seminar re: Farmland Asset Management. They discussed management of farmland assets as well as estate planning. Sense of committee re: ag land preservation site selection. Dick asked the committee to start thinking about ownership patterns and development rights, focusing on particular parcels that we might put on paper and start to prioritize them. Sense of committee re: Peconic Land Trust partnership agreement. The committee felt it would be good for the Town to entertain a formalized agreement with Peconic Land Trust. L & R Vineyards - Dick spoke with Gail Wickham, who represents the owners of L & R Vineyards. They are interested in offering the develop- ment rights to the Town. A motion was made by Noreen McKenna and seconded by Fred Lee to recommend to the Town Board that the Town purchase the development rights on this property. All were in favor. -3- Dick spoke to John Cushman and asked for a printout of the Ag Land account. There is a balance of $1,021,000 plus in the account. Dick spoke to Michael Croteau re: the Fred Lappe property. Michael was going to report at tonight's meeting but was unable to attend. Status of Properties - Woodhull - closed Pugliese - will be closing Ruland - getting survey done and his attorney is working on the contract. Blum - Mr. Blum's attorney is negotiating with Laury Oowd on the contract. Sorrells (l~rown) - Dick finally r~act-~lthe Sorrells who are not interested in our offer right now. Van Nostrand - Tim Caufield said he will know by the weekend what is happening. George Young - Margaret has been away.
