Box 1179 Southold, New York 11971 Fax (516) 765-1823 Telephone (516) 765-1800 LAND PRESERVATION COMMITTEE TOWN OF SOUTHOLD HAl{ 1998 LAND PRESERVATION COMMITTEE MEETING FEBRUARY 23 1998 MINUTES Present were: Dick Ryan, Joe Krukowski, Noreen McKenna, Fred Lee, Jim Pim, Tim Caufield and Bob Rutkoski Dick introduced the new member, Joe Krukowski, to the members of the committee, A motion was made by Noreen McKenna and seconded by Fred Lee to accept the Minutes of the January 26, 1998 meeting. All were in favor. The committee reviewed the application of Henry Rutkoski. This property is located on the Main Road, approximately 1 mile east of the high school in Mattituck. A motion was made by Jim Pim and seconded by Noreen McKenna to recommend to the Town Board that an appraisal be done on this property. All were in favor. Also, Dick will solicit the 3 parcels near the Rutkoski property to see if they are interested in submitting their property for land preservation. On January 27th, Dick attended a meeting of the County Farm Select Committee. The committee didn't know what was going on with develop- ment right transfers to the County, The County Planning Department does not share the appraisals with anyone. On February 5th, Dick attended a meeting with County Legislator, Michael Caracciola and Jean Cochran to discuss the Arshamomaque Wetlands Open Space Project and the approach to making it a partner- ship. The County is very interested in this project. The Nature Conservancy is involved as a third party. More meetings will be held on this project. On February 5th and 6th, Dick went to sessions put on by the Nature Conservancy. Discussed were what the course and goals of the Nature Conservancy should be. On February 10th, Dick did interviews for the vacancy in the committee. On February 11th, Dick attended the meeting of the Code Committee, which discussed greenhouses. There were quite a few people in attendance. On February 13th Dick met with the Nature Conservancy re: the Arshamomaque Wetlands Project. On February 19th Dick attended the public hearings on the acquistion of development rights on the Raphael Vineyards and William and Theresa Ackermann properties. Resolutions were passed on both of these and the offers accepted. Laury Dowd will work on the contracts. Dick also attended the work session of the Town Board. The appraisal on the Fitzgerald open space property went through. Dick spoke to Laury re: the process of purchasing the development rights and it was suggested that a contract be signed before a public hearing is held. It would encourage the owners to get the contract signed and to get a survey. Tim Caufield will appear at the. next Town Board meeting and explain the history of the Baiz property. The committee discussed the possible policy of executive sessions, which would be the time in between the acceptance of the landowner, the approval of the Town Board and the public hearing. Site Selection: Fitzgerald property - Andy Stype will do the appraisal. Ruland and Blum - Laury is still awaiting their contracts to come back. Van Nostrand - he is working on the survey. Other Busi'ness - Tim Caufield has been in touch with John Sidor, who has -3- property north of the Ruland piece.
