HomeMy WebLinkAbout02/09/2012 TOWN OF SOUTHOLD LOSS CONTROL PROGRAM EXECUTIVE SAFETY COMMITTEE Minutes of February 09, 2012 Present: Councilman William Ruland, Jennifer Andaloro, Assistant Town Attorney, Captain Frank Kruszeski, Police, Karen McLaughlin, Human Services Director, James McMahon, Deputy Public Works, Christine Foster, Personnel, Sandra Berliner, Secretary to Supervisor, Jim Bunchuck, Solid Waste Coordinator and Phillip Beltz, Special Projects Coordinator. Also present: Susan Ciervo Boyle, Wright Risk Mgt. Excused: Peter Harris, Superintendent of Highways, John Cushman, Comptroller, Elizabeth Neville, Town Clerk and Supervisor Scott Russell. Review and Approval of Minutes from December 12,2011 Meeting Follow-Up Status of Employee Safety Concerns: · Building surveillance costs-Betty provided email that she is seeking additional proposals for surveillance and expressed concern that steel replacement fire doors need to be installed prior to any surveillance. Jim M. reported that the doors were ordered and installation will be a priority for early spring. Councilman Ruland suggested soliciting assistance of Information Technology department to provide more cost effective alternatives of computer technology with surveillance capabilities in various departments and sites. Lloyd will be invited to the next meeting. · Revisions to Parking Lots of Town Hall and Annex-Jennifer stated problem at Annex is the light in the center of the rear parking lot at the Annex needs a new bulb. Also there is a_large tree that is blocking light coming from the fixture that is across from the Stop sign. Jim M. will review and remediate. Jim M. stated costs for repaying and striping Town Hall lot would be approximately $35k, he will have Jaime formally draw up plans with costs. Jennifer will review the eminent domain proceeding file for the adjacent property to locate a survey for the Town Hall property. Biohazard Containers Status: All have been installed at Human Resource Center, Town Hall and the Annex and employees have been advised of the location. Hepatitis B Shots Status: Jen reported that the third series will now be administered the beginning of April and letters will be forwarded to notify employees in March. Amended Emergency Evacuation Policy: A revised floor plan has been developed for the Annex to accommodate evacuation through additional stairs and one new plan has been made for the Peconic Lane Community Center. Jennifer will draft a resolution for the Town Board. Workers Compensation Survey from Wright Risk Mgt. indicated the need to rectify hazards of fencing access from the Peconic Lane Community Ctr. and Recreation Ctr., Jim reported this complete. In addition a stove at the Recreation center requires ventilation and Jim reported that it will be done in the near future. National Work Zone Safety Training: Tom Skabry offered to provide training for highway worker safety. Although not a PESH required class, it would further safety for workers. Susan stated that she had a provider who could also assist with training if committee did not wish to utilize Tom. Jen will speak with Pete to ascertain if staff would be more amenable to receiving training from "outsider who is not on staff." She will also contact Tom. Cell Phone Emergency Notification: Jim B. requested that a notification list be developed between Town sites in the event of emergencies. Frank stated that Chief is in discussion with Fire Departments regarding this matter. It was determined that Lloyd could also provide assistance to this request. Training Update and Safety Grams: Christine reported she can input training classes providing that department heads give her the information. In addition she is working with Susan to provide safety messages to employees via e-mails through "safetygrams." Workplace Violence Prevention Training 2012: Phillip reminded the committee that we will need to develop training for employees and suggestions are welcome. OSHA Training for 2012: Susan will provide 2012 training needed by departments. DVD Library: Sandi has collection of DVDs to promote workplace safety and she has not received any requests of late and will reissue memorandum to Dept. Heads. Work-related Injuries/Supervisor Accident Investigation Report- Review of four injuries, all with supervisor accident investigation reports. No comments. Other: Jim B. questioned how Landfill should handle the disposal of sharps as the public generally puts them in bags rather than containers for sharps. Committee suggested that he speak with colleagues in other Towns. Discussion of forms and policies for filling out forms, it was suggested that Christine develop a handbook for department heads with all the forms and information relating to forms.
