Supervisor Russell opened the meeting at 4:30 PM with the Pledge of Allegiance to the Flag. Thank you. Can everybody please stand again? We actually lost a member of the Town Hall family, Serge Doyen, he was a member of the Zoning Board of Appeals for almost 40 years, so I am just going to ask for a moment of silence. He recently passed. Thank you. And I would invite anyone that would like to comment on any of the agenda items to please feel free to do that at this time. Openin~ Comments Peter Terranova, Peconic PETER TERRANOVA: Good evening, Peter Terranova, Peconic. Just a couple of comments, I noticed that before the Town Board this evening is the issue of dredging the inlet for 2012. I notice that the amount that you are looking for for authorization is $50,000 as compared to $40,000 in prior years, that is a 25 percent increase and I am just wondering what justifies that 25 percent increase? Supervisor Russell SUPERVISOR RUSSELL: Well, first of all, that is done each year on county bid. We have to keep pace with rising costs just like everybody else. There is a minor change in the scoping scale of the dredging, we have very little options because of the way the permits are written but we are hoping we would be able to get more material out of the inlet so that we can get the dredging to last a little bit longer than, you know, the season. Peter Terranova MR. TERRANOVA: I would have thought this year we could have perhaps done with a little less dredging because the amount of dredging that we did last year which was more than the year before is one of the factors that I believe has contributed to the erosion of the west bank of the inlet because when we go so deep we increase the velocity, okay, of the water flowing into the water flowing into the inlet which contributes to that erosion on the west bank which I know has been a concern of the Town Board. So you might want to take a look at it plus I understand that costs are going up but you know, even if we did the same as last year which was more than the year before, that is still a 25 percent increase. SUPERVISOR RUSSELL: It is a balancing act though because we are trying to maintain flush for the inlet itself and yes, at the same time we have issues with the road and we have the DEC out working with us to develop a long term plan for armoring and protecting that road. MR. TERRANOVA: Yes. I guess in conjunction with that, I notice there is also another resolution that has to do with an agreement with the county of Suffolk for the management plan or report, okay, I think it is one of the last resolutions for $86,000. Now I think this is the implementation of Mark Terry's management plan? That he had put together. SUPERVISOR RUSSELL: Yes, that, Suffolk County has actually, Legislator Ed Romaine secured that money as an appropriation and that is all part of the larger issue of trying to bring December 20, 2011 Page 3 Southold Town Board Meeting Minutes Goldsmiths back to life. It involves DNA testing and all those other things. MR. TERRANOVA: Okay. So, as I understand it, going back to Ed Romaine's efforts to help us in this regard, this $85,000, this was a grant that we were able to secure or Ed Romaine was able to secure? SUPERVISOR RUSSELL: That is right. MR. TERRANOVA: So it is not coming out of town money? SUPERVISOR RUSSELL: No, it is not. MR. TERRANOVA: Okay. Well, I am in full support of that because I think the thing that the Town needs to do and you have been working hard to arrive at the point of identifying what the source of the so-called pollution is, so until such time as we as we get those results and finish that study, to assume that we need to flush that inlet more okay, is just destroying the west bank. So, it is just something else to keep in mind. COUNCILMAN KRUPSKI: Not that, well, the goal isn't just to flush it more, it is to keep it open also, so (inaudible) if it closes .... MR. TERRANOVA: I understand that and that was my original point is that I don't believe that you need to dredge even as much as you did last year because every time we go in there, we seem to be doing a little bit more each year and it is like when they first started the project to dredge the Panama Canal, the deeper they went the more the sides collapsed. And that is what is happening and been happening for the past three or four years .... COUNCILMAN KRUPSKI: Inaudible. MR. TERRANOVA: Excuse me? COUNCILMAN KRUPSKI: I am sorry, Peter, I don't remember that. MR. TERRANOVA: No, I know. Bill Ruland knows that. But when you dig deeper, you know, you wind up collapsing the sides... COUNCILMAN KRUPSKI: Yes. MR. TERRANOVA: You collapse the sides, then you know, you are putting Mill Road in danger and I understand all the issues involved here but I am just looking at trying to give you my opinion. COUNCILMAN KRUPSKI: Well, thanks. We are constantly evaluating and re-evaluating that. I was in Mark Terry's office last week and we were looking at some old aerials, trying to figure out where, it was from back inthe 30's, where the old channel was because .... December 20, 2011 Page 4 Southold Town Board Meeting Minutes MR. TERRANOVA: It was further to the east. COUNCILMAN KRUPSKI: That is what we thought, a little bit further to the east. MR. TERRANOVA: Quite a bit. Even if you go back to the 30's, we have some residents in our community who lived there in the 30's and they are always remarking, why doesn't the town move it further to the east or allow nature to allow it to go further to the east and I understand there are restrictions with the state (inaudible) okay? But nonetheless, we can tweak it a little bit better. Last year we tweaked it by trying to make it straighter and deeper by virtue of the recommendations for the group, the Group to Save Goldsmiths Inlet brought in. And actually their recommendations made things worse in terms of further erosion on the west side. So it is not an easy, there is no easy answers here. COUNCILMAN KRUPSKI: Thank you. Approval is on the condition the applicant provide written approval from the Village of Greenport and file with the Town Clerk a One Million Dollar Certificate of Insurance naming the Town of Southold as an additional insured and contact Chief Flatley upon receipt of the approval of this resolution to coordinate traffic control. COUNCILMAN KRUPSKI: Which actually Trustee Bredemeyer was part of, very instrumental in getting that committee active and it was very productive at that time. Peter Terranova PETER TERRANOVA: Peter Terranova, Peconic. I believe this is the last official Town Board meeting of Councilman Orlando. COUNCILMAN ORLANDO: That would be correct. MR. TERRANOVA: I would just like to stand up here and recognize and honor the service of Vincent Orlando as a Councilman for the Town of Southold. Four years ago, Vincent came forward to serve his and this community, he brought wise council, a caring attitude and conservative values that has served our town very well. Typical of public servants of years passed, Vincent has decided to step down or step aside and let another take his place and contribute their talents to town government. Vincent, the town will miss you. I know you will be successful in whatever endeavor you decide to pursue. My only bit of advice is stay away from Garden City. Thank you, Vincent. Supervisor Russell December 20, 2011 Page 28 Southold Town Board Meeting Minutes SUPERVISOR RUSSELL: That is actually a nice segue into our presentation which seems wholly inadequate for the amount of hours that Vinnie has committed to this job over the past four years. I came into this running with Vincent and Bill and it has been an absolute honor to serve with Vincent, he is a person of astounding energy, ability and integrity. I have a proclamation I will quickly present to him, I will quickly read and also we have another presentation I would like to make on behalf of the entire Town Board. 'Whereas Mr. Vincent Orlando, a most dedicated official of the Town of Southold is leaving public service on December 31, 2011 whereas Councilman Orlando has given generously of his time and talent and has provided faithful service to the residents of Southold Town, as a member of the Town Board since January 1, 2008, whereas Councilman Orlando's record of unwavering service and diligence to duty to the Town of Southold deserves the sincere gratitude of those with whom and for whom he has served, now therefore be it resolved that the Town Board of the Town of Southold hereby expresses sincere appreciation to Councilman Vincent Orlando for his unselfless and untiring efforts on behalf of Southold Town and extends their best wishes for the years ahead, be it further resolved that a copy of this resolution be presented to Councilman Vincent Orlando and entered into the permanent records of this Town Board.' And I enjoyed the entire moment of these past four years, they flew right by and it is true what they say, time flies when you are having fun. I had an amazing trip here, I wish Jill all the luck in the world following my footsteps and I have to personally thank everyone here, Councilman Ruland, thank you so much. Councilman Krupski. You brought a lot, an awful lot to the Board, you worked hard for the town every day. I know I appreciate it and I know the whole town does, too. COUNCILMAN ORLANDO: There is one thing I would like to add, even though people on this dais right here, some come from different parties, the Town Board here that I have worked with for the last four years, I had one thing in mind, what is best for the town, whether it is a project or finances, it is always what is best for the town and I think that is a pretty special thing we have here.
