HomeMy WebLinkAbout01/30/2012Southold Transportation Commission Southold Town Hall January 30, 2012 Meeting Called to Order 10:03 AM by Chairman Neb Brashich. Members Present: Councilman Chris Talbot, Jim Baker, Margaret Brown, Frank Field, Town Engineer Jamie Richter, Highway Superintendent Pete Harris, Planning Director Heather Lanza and Tom Fox. Members Absent: Chief Martin Flatley and Greenport Rep Bob Feger. Minutes of November 28, 20'1'1 A motion to approve the minutes was made by Margaret Brown, seconded by Jim Baker and was carried. East End Transportation Council Update Neb reported on the Council's December 2011 meeting. The Suffolk County Planning Authority is scheduled to hold a symposium on Transfer Development Rights (TDR's) from 5:00 PM to 7:00 PM on January 31st at the Dennison Building in Hauppauge. The New York Sustainable Communities Consortium will participate in the symposium. The New York Metropolitan Transportation Council (NYMTC) reports that $40 to $70 million in Federal grants are available for various projects. More information may be accessed at that agency's website www.nymtc.org. The LIRR is working on the introduction of "scoot" trains on the Montauk and Greenport branches as well as the use of GPS technology on those branches, which are "dark territory" (i.e. not controlled by signals). The LIRR is also considering the introduction of bicycle rentals at its Southampton station and concept may also be introduced at North Fork stations. The EETC's next meeting is scheduled for February 8, 2012. Supervisor's Requests East Marion The Supervisor's memo of December 29, 2011 advised that the Town Board has requested the Commission's input on three issues related to the East Marion area. Bus Shelter Placement - Just East of the EMFD The Commission will advise the Supervisor that there has been no formal request received from the East Marion community in that regard. Moreover, there may be easement issues related to placement at an appropriate location. The matter will be referred to the SCDPW, as may later be necessary. Crosswalk at the EMPO As that is issue falls under "traffic calming" on Route 25, the matter will be referred to the NYSDOT, as may be necessary. Curb and Sidewalk Repairs in Way of the Country Store (Angel's) and the EMPO Heather Lanza will investigate the possible availability of grant money concerning that issue, which is controlled by the NYSDOT. Truck Signs on Aldrich Lane, Mattituck The Supervisor's memo of January 24, 2012 requested the Commission's input concerning the request by a local resident for the placement of "No Through Trucks" signage on that road. The Commission will recommend that it sees no need for such signage, as previously advised by the NYSDOT. Planning Board Requests None. Current Transportation Issues Southold/Greenport Bus Shelters No report. Orientation / Interpretive Si.qnage Proiect Due to the onerous requirements of the NYSDOT concerning the placement of and access to the signage on the Southold Historical Society's property, the proposal has been withdrawn. Regulation of Vans & Limos Due to Councilman Talbot's early departure from the meeting for family matters, that issue will be discussed at a later meeting. Traffic Signal Placement at CR48 and Wickham Avenue - Mattituck THE SCDPW is working on the issue and will report at a later date. Peconic Bay Regional Transit Authority A new legislative proposal has been noted and the Town Board will discuss the issue at its meeting of January 31st. In that regard, it was reported that there is apparently newly found interest in some local political circles for the creation of a regional transportation authority. Storm Water Runoff Abatement - Route 25, Peconic The Commission noted the previously undisclosed work in progress by NYSDOT's contractors. Old Business Seasonal Speed Limit - Town Beach - CR48, Southold As the previous request by the Town for a seasonal reduction in the speed limit to 40 mph in way of the Town Beach on County Road 48 had been rejected by the NYSDOT, the speed limit remains at 50 mph. It was also noted that the NYSDOT controls the speed limits on all roads and that local authorities, accordingly, merely place the appropriate signage. Further discussion on that issue was tabled, pending Chief Flatley's return from vacation. New Business None Next Meeting February 13, 2012 at 10:00AM at Town Hall.
