Costello Marine Contracting Corp. on behalf of PETER & JOAN FRITZ requests a Wetland
Permit to construct 111' of new bulkhead; construct 4' wide access stairway to beach; fill void
areas landward of new bulkhead with clean trucked-in sand, approx. 60 cy.; and re-vegetate
areas with Cape American beach grass. Located: 755 North Parish Dr., Southold. SCTM#71-

The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment
Form submitted to this department, as well as the records available to me, it is my
recommendation that the proposed action is INCONSISTENT with the denoted following Policy
Standards and therefore is INCONSISTENT with the LWRP:
Policy 4.1: Minimize losses of human life and structures from flooding and erosion hazards.
D. Use hard structural erosion protection measures for control of erosion only where:
The proposed hard structural erosion protection measures are:
a. limited to the minimum scale necessary
b. based on sound engineering practices

To further Policy 4.1, it is recommended that Board consider that the applicant use natural
materials (rock armor) to control erosion. This type of erosion control would be consistent with
the properties to the north.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in
preparing its written determination regarding the consistency of the proposed action.

LWRP CONSISTENCy ASSESSMENT FORM
A. INSTRUCTIONS
All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southotd Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
If any question in Section C on this form is answered "yes", then the proposed action may affect the
achievement of the LWRP policy standards and conditions contained in the consistency review law.
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the LWRP policy
standards and conditions. If an action cannot be certified as consistent with the LWRP policy
standards and conditions, it shall not be undertaken.

COAST POLICIES
Foster a pattern of development in the Town of Southold that enhances community character, preserves
open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and
minimizes adverse effects of development.
This piece of property has eroded especially within the last few years. There is obvious scouring in the area
adjacent to the neighboring bulkhead property causing the decreased ability for the property owner to access the
water. This proposal is an attempt to protect the property from further erosion. This proposal will provide the
stability to this bluff needed so that the waterfront can be enjoyed by the property owners and their family.
Preserve historic resources of the Town of Southold.
This property has no significant historic resoumes.
Policy 3 Enhance visual quality and protect scenic resources throughout the Town of Southold.
There will not be significant influence to the visual quality or scenic resources to the Town of Southold. The
adjacent property is presently bulkheaded so the continuation of the bulkhead will provide a visual consistency.
NATURAL COAST POLICIES
Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion.
This property needs the reinforcement of erosion control structures in order to prevent further erosion of the
bluffarea during storm surges and extreme high tides. The bulkhead will be landward of the high water mark.

This proposal will not have any impact on the water quality and supply of the Town of Southold.

suitable locations.
The present condition of the bluff`is poor and is unsafe. The construction ora new bulkhead and vegetation will
protect the toe of the bluff`so that the property owners will be able to safely access the water.

This proposal will have no impact on the marine resources in the Town of Southold.
