SCTM#58-2-2 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP. Minimize loss of life, structures, and natural resources from flooding and erosion. See LWRP Section III - Policies Pages 8 through 16 for evaluation criteria [~ Yes [~] No ~ Not Applicable The purpose of the project is to restore a previously existing natural protective feature, i.e., a beach area that was avulsively eroded during the Chrislmas Blizzard of 2010. Therefore, the project will only seek to restore the pre-storm condition, except for the introduction of the proposed stone armor at the seaward side of the proposed sand renourishment, which is proposed to a) increase the potential for the renourishment and plantings to become successfully established; and b) once established, to provide a reasonable measure of protection for the restored beach area during a severe storm event. The stone will tie into similar existing toe stone on the westerly adjacent property and would be continued to the east by the adjacent easterly property owner, to the east of which exists similar toe stone. The project will have no significant adverse impacts on the adjacent properties but together with those properties will provide a measure of protection to the landward natural protective feature, the vegetated beach area. The project will be fu~ther consistent with Policy 4 because vegetative resource enhancement is the primary component of the design and the hard stabilization component is being included only for the protection and enhancement of the vegetation where efforts to establish such vegetation would otherwise prove inadequate based on the most recent storm season. That is given the narrowed beach and recently demonstrated vulnerability of this stretch of shoreline to severe storm damage, providing some form of hard stabilization is the only practicable design consideration that can effectively provide toe protection for the renourished beach area. Ultimately, the goal of the project is to restore, enhance, and stabilize the natural protection feature of the property to minimize loss of structures and natural resources from flooding and erosion, consistent with the goal of Policy 4.
