Located: 1300 Leeton Dr., Southold. SCTM#58-2-1 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. Minimize loss of life, structures, and natural resources from flooding and erosion. See LWRP Section III - Policies Pages 8 through 16 for evaluation criteria [~ Yes ~] No ~] Not Applicable The purpose of the project is to restore a previously existing natural protective feature, i.e., a naturally vegetated berm, approximately 20' - 25' of which was avulsively eroded and removed during the Christmas Blizzard of 2010. Therefore, the project will only seek to restore the pre-storm naturally existing condition, except for the introduction of the proposed stone armor at the seaward side of the proposed sand renourishment, which is proposed to a) increase the potential for the renourishment and plantings to become successfully established; and b) once established, to provide a reasonable measure of protection for the restored berm during a severe storm event. The stone would be continued to the west by the adjacent westerly property owner, where it will tie into similar existing toe stone; and there is similar stone on the adjacent property to the east. Therefore, the project will have no significant adverse impacts to the adjacent properties but together with those properties will provide a measure of protection to the landward natural protective feature, the vegetated berm. The project will be further consistent with Policy 4 because vegetative resource enhancement is the primary component of the design and the hard stabilization component is being included only for the protection and enhancement of the vegetation where efforts to preserve that vegetation have been proven inadequate during the most recent storm season. That is given the narrowed beach and recently demonstrated vulnerability of this stretch of shoreline to severe storm damage, providing some form of hard stabilization is the only practicable design consideration that can effectively provide toe protection for the renourished berm area. Ultimately, the goal of the project is to restore, enhance, and stabilize the natural protection feature of the property to minimize loss of strtlcturos and natural resources from flooding and erosion, consistent with the goal of Policy 4.
