Costello Marine Contracting Corp. on behalf of PAULINE & ROBERT EHRENTHAL requests an
Emergency Permit to add additional 2 to 4 ton rock armoring at base of existing bulkhead to fill gap
between existing rocks as required. Located: 19575 Soundview Ave., Southold. SCTM#51-4-11
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that the proposed action is
CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

DEVELOPED COAST POLICIES
Policy I Foster a pattern of development in the Town of Southold that enhances community character,
preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal
location, and minimizes adverse effects of development.
A section of this existing bulkhead on this property has collapsed. The owner would like to place rock
to secure the area and prevent additional sections from collapsing. The homeowner will, at a later
date, reconstruct the existing bulkhead. Our proposal will not have any effect on the community
character or preservation of open space.
Policy 2
Preserve historic resources of the Town of Southold.
This property has no significant historic resources.
Policy 3
Enhance visual quality and protect scenic resources throughout the Town of Southoid.
The bulkhead is existing. The present condition of this bulkhead is unstable threatening thc integrity
of the upland property. The additional rock is just an attempt of the upland property owner to secure
the property. The visual quality and scenic resources will not be altered at this thne.
NATURAL COAST POLICIES
Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion.
The existing bulkhead is needed to protect the upland property. The rock will support the section of
bulkhead that has collapse and secure the area temporarily from further erosion.
Policy 5
Protect and improve water quality and supply in the Town of Southold.
This proposal will not have any impact on the water quality- and supply of the Town of Southold.
Policy 6
Protect and restore the quality and function of the Town of Southold's ecosystem.
This proposal will not have any impact on the Town of Southold's ecosystem. The proposed will be
landward of the high water mark.
Policy 7
Protect and improve air quality in the Town of Southold.
This proposal will not have any impact on the air quality of the Town of Southold.
Policy 8
Minimize environmental degradation in the Town of Southold from solid waste and hazardous
substances and wastes.
This proposal will not degrade the environment with solid waste or hazardous substances.
PUBLIC COAST POLICIES
Policy 9 Provide for public access to, and recreational use of, coastal waters, public lands, and public
resources of the Town of Southold.
Our proposal will not limit public access to the coastal waters or public resources o£the Town of
Southold. There is a bulkhead with minimal amount of rock in front presently and we do not
anticipate going further seaward with this proposal.
WQRKING COAST,POLICIES
Policy 10 Protect the Town of Southold's water-dependent uses and promote siting of new water-
dependent uses in suitable locations.
Our proposal is to temporarily stabilize the area where the existing bulkhead has collapsed. The
present condition of the bulkhead unsafe. This property is used by the upland property owners to
engage in water dependent activities such as fishing and swimming. These activities will continue at
this site.
Policy 11
Promote sustainable use of living marine resources in the Town of Southold.
The additional rock will help stabilize the area landward of the high water mark. There should be no
significant effects on the living marine resources.
Policy 12
Protect agricultural lands in the Town of Southold.
This proposal has no impact on the agricultural lands in the Town of Southold.
Policy 13
Promote appropriate use and development of energy and mineral resources.
This proposal has no influence on the development of enercJy and mineral resources.
