The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the
Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy
Standards. Based upon the information provided on the LWRP Consistency Assessment
Form submitted to this department, as well as the records available to me, it is my
recommendation that the proposed action is CONSISTENT with the LWRP review provided
the following best management practices are required if the action is approved:
To further Policy 5: Protect and Improve Water Quality in the Town of Southold and Policy 6;
Protect and Restore the Quality and Function of the Town of Southold Ecosystem it is
recommended that the Board require a silt boom during construction.
§ 275-11. Construction and operation standards.
A. General. The following standards are required for all operations within the jurisdiction of
the Trustees:
(2) Erosion control. Installation of an erosion control structure is necessary during any
building, grading, landscaping or site work activity within Trustee jurisdiction. This structure
may include, but is not limited to, installation of a silt fence, hay bales, wood chip berm and silt
booms. The placement of the erosion control structure(s) shall be determined by the Trustees
or their designee. All intertidal construction and excavation requires the installation of a
silt boom that will retain all suspended sediments within the immediate project area.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in
preparing its written determination regarding the consistency of the proposed action.

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal ama (which includes all of Southold Town).
If any question in Section C on this form is answered "yes", then the proposed action may affect the
achievement of the LWRP policy standards and conditions contained in the consistency review law.
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the LWRP policy
standards and conditions. If an action cannot be certified as consistent with the LWRP policy
standards and conditions, it shall not be undertaken.

(southoldtown.northfork.net), the Board of Trustees Office, the Planning Department, all local
libraries and the Town Clerk's office. ' -

Policy 1. Foster a pattern of development in the Town of Southold that enhances community character,
preserves open space, makes efficient use of infrastructure, makes beneficial use of a coastal location, and
minimizes adverse effects of development. See LWRP Section III - Policies; Page 2 for evaluation
criteria.

Subject proposal is consistent with the policy in that the siting and utilization of the proposed restructured bulkhead
will reflect the general character of the surrounding neighborhood, specifically along this section of Peconic Bay, in
that a substantial amount of properties are also improved with similar erosion-control structures (i.e. bulkheading). In
addition, subject proposal will be harmonious with the "...beneficial use of a coastal location..." given that subject
waterfront lot will be enhanced and improved by restructuring and maintaininq the existing bulkheading in order to
maintain the prevention of shoreline erosion within this property. Accordinoly. we believe that this project is
consistent with this policy.

vinyl sheathed bulkhead in place of the existing wooden bulkhead within subject property. The proposal will be more
visually appealinq than the existing bulkhead which has caused no adverse visual impacts to the surrounding area.

the existing timber bulkheading thereon with vinyl sheathed bulkheadinq. The existing bulkhead has existed

PROJECT DESCRIPTION
Applicant proposes to perform the following activities within the property
referenced above:
Reconstruct the existing Timber-Sheathed Bulkhead (Lower) & Return
along the shoreline of subject property measuring 69.0' in overall length with a
Vinyl-Sheathed Bulkhead.
The eaTisting Timber Bulkhead & Return ts currently comprised of Timber Sheathing (~2.0' a' 9.0" T&G),
Timber ~Valers ($ levels ~ 6.0" a' 6.0"), Timber Pilings (8.0" f ~ 6.0' o/c), Timber Deadmen (8.0"f ~ 6.0'
o/c secured with Tie-Rods).
The proposed Timber Bulkhead & Return w~ll be comprised of Vinyl Sheathing (C-Loc or similar), Timber
IValers ($ levels ~ 6.0" a' 6.0"), Timber Clamps (~.0' z~ a.o"), Timber Top Cap (e.0" ~' e4.0"), Timber Pilings
(8.0" ~) ~ 6.0' o/c), Timber Deadmen (8.0' ~ ~ 6.0' o/c secured with Tie-Rods).
Reconstruct the existing Upper Steps ("in-place/in-kind') located between
the upper and lower bulkheads
The evc~sttng Ul~per Steps measure $.0' wide a' 8.0' long and are proposed to be reconstructed "zn-place/zn-
kind".
Replace the original Lower Steps that were located offthe lower bulkhead prior
to being removed during a storm event with an Aluminum Platform & Ramp.
The ea:z)tiug Lower Steps measured $.o' wide :c 6'.5' long attd were lost during a storm event. The proposed
Alnminum Platform ~ to measure 4.0 wide :c ~.o' loug, and the proposed Ah minum Ramp is to measure $.0'

All materials to be non-treated. All hardware to be hot-dipped
galvanized.
