Proposed Wetland Permit for SUSAN NORRIS

Costello Marine Contracting Corp. on behalf of SUSAN NORRIS requests an Amendment to Wetland
Permit #7501 to remove remains of 180'+/- of existing bulkhead; construct 18'+/- of new bulkhead in-
place; construct 4-16' bulkhead return walls; re-align (straighten) 40'+/- existing retaining wall at
covered deck area; repair existing stairway as needed; re-install existing gate and replace missing
aluminum stairway to beach; fill all eroded areas landward of bulkhead and retaining wall with clean
trucked-in soil and reconstruct post-rail-wire fence in-place; and re-vegetate disturbed areas with
approved vegetation. Located: 2790 New Suffolk Ave., Mattituck. SCTM#115-9-4
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that the proposed action is
CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP provided the
following best management practice is required pursuant to:
§ 275-11. Construction and operation standards.
A. General. The following standards are required for all operations within the jurisdiction of the
Trustees:
(2) Erosion control. Installation of an erosion control structure is necessary during any building,
grading, landscaping or site work activity within Trustee jurisdiction. This structure may include, but is
not limited to, installation of a silt fence, hay bales, wood chip berm and silt booms. The placement of
the erosion control structure(s) shall be determined by the Trustees or their designee. All intertidal
construction and excavation requires the installation of a silt boom that will retain all
Suspended sediments within the immediate project area.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront R~vitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
3. If any question in Section C on this form is answered "yes", then the proposed action may affect the
achievement of the LWRP policy standards and conditions contained in the consistency review law.
Thus, the action should be analyzed in more detail and, if necessary, modified prior to making a
determination that it is consistent to the maximum extent practicable with the LWRP policy
standards and conditions. If an action cannot be certified as consistent with the~RP policy
standards and conditions, it shall not be undertaken.

use of a coastal location, and minimizes adverse effects of development.
This is a waterfront piece of property that is presently bulkheaded. Sections of this bulkhead have
failed and needs to be reconstructed, There will be no increased development and our proposal is an
effort to maintain existing s~ructures.
Policy 2
Preserve historic resources of the Town of Southold.
This property has no significant historic resources.
Policy 3
Enhance visual quality and protect scenic resources throughout the Town of Southold.
The bulkhead at this location is existing. Sections of this bulkhead have been damaged by Hurricane
Irene and the current appearance is extreme undesirable. A new bulkhead is an attempt of the
upland property owner to maintain her property. Once the bulkhead is reconstructed the visual
quality and scenic resources will be the same as before.
NATURAL COAST POLICIES
Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion.
The existing bulkhead is needed to protect the upland property. This shoreline is mostly reinforced
with erosion control structures. The new bulkhead will not increase flooding or erosion in this area,

This proposal will not have any impact on the water quality and supply of the Town of Southold.

Our proposal will not limit public access to the coastal waters or public resources of the Town of
Southold. There is a bulkhead presently existing and we are proposing for in-place construction.

dependent uses in suitable locations.
Our proposal is to reconstruct failing sections of bulkhead. The present condition of the bulkhead is
non-functional and is unsafe. The construction of a new bulkhead in its place will allow the property
owners to safely approach this waterfront. NI stnJctures are in need of reconstruction to maintain
the integrity of this property.
