SCTM#135-1-5 The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, as well as the records available to me, it is my recommendation that the proposed action is CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP. Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its written determination regarding the consistency of the proposed action. See LWRP Section III - Policies Pages 8 through 16 for evaluation criteria [~ Yes [~] No ['--] Not Applicable The project seeks to restore historically preexisting and previously permitted conditions that remained in existence prior to the "Christmas Blizzard" of2010, namely the reconstruction of damaged or destroyed sections of bulkhead and the renourishment of bluff material lost as a result of the avulsive bulkhead damage. The subject parcel is situated amidst a significant stretch of shoreline containing similarly bulkheaded parcels, including two to the immediate east, both of whose bulkheads were constructed pursuant to Town Wetlands and Coastal Erosion Permits within the past 18 months. Therefore this project will not change the existing shoreline conditions and will have no adverse impact on adjacent properties. To the contrary, not replacing the bulkhead would have a negative impact on the adjacent properties, as those properties and their bulkhead would be flanked and undermined by erosion stemming from the subject property. Therefore, there is no practicable alternative to restoring the bulkhead and renourishing the storm-scoured bluff behind it, as doing so will minimize the loss of life, structures, and natural resources from flooding and erosion, thus rendering the project consistent with Policy 4.
