SUSAN NORRIS requests a Wetland Permit to install 20 helix screw anchors to reinforce existing
bulkheads; backfill void areas with approx. 40 cy. of clean trucked in sand; and re-vegetate any
disturbed areas. Located: 2790 New Suffolk Ave., Mattituck. SCTM#115-9-4
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that the proposed action is
EXEMPT from LWRP review pursuant to:
§ 268-3. Definitions. MINOR ACTIONS item "A" which states:
A. Maintenance or repair involving no substantial changes in an existing structure or facility;
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfiont Consistency Review Law. This
assessment is intended to supplement other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
Before answering the questions in Section C, the preparer of this form should review the exempt
minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfi'ont Revitalization Program. A proposed action will be evaluated as to its significant
beneficial and adverse effects upon the coastal area (which includes all of Southold Town).
3. If any question in Section C on this form is answered "yes", then the proposed action may affect the
achievement of the LWRP policy standards and conditions contained in the consistency review law.
.Thus, the action should be analyzed in more detail and, if necessary, modified prior to ~
determination that it is consistent to the maximum extent practicable with the L~licy
standards and conditions. If an action cannot be certified as consistent with the~OSRP policy
standards and conditions, it shall not be undertaken. ~

Proposal:
Install 20 helical screw anchors to reinforce the existing bulkhead's tie back system which is failing.
Back fill void areas behind existing bulkhead with clean trucked in sand approximately 40 cubic yards.
Revegetate any disturbed areas with Cape American Beach grass.
DEVELOPED COAST POLICZES
Policy I Foster a pattern of development in the Town of Southold that enhances community
character, preserves open space, makes efficient use of infrastructure, makes beneficial
uso of a coastal location, and minimizes adverse effects of development.
This is a waterfront piece of property that is presently bulkheaded. The bulkhead's backing system is
failing and needs to be reinforced. There will be no increased development and our proposal is an
effort to maintain existing structures.

Presorve historic resources of the Town of Southold.
This property has no significant historic resources.
Policy 3
Enhance visual quality and protect scenic resources throughout the Town of Southold.
The bulkhead at this location is existing. The present condition of this backing system is showing its
age by the leaning forwards of the bulkhead. Our proposal is just an attempt of the upland property
owner to maintain her property. The visual quality and scenic resources will remain the same.
NATURAL COAST POLICIES
Policy 4 Minimize loss of life, structures, and natural resources from flooding and erosion.
The existing bulkhead is needed to protect the upland properly. This shoreline is mostly reinforced
with erosion control structures. Our proposal will not increase flooding or erosion in this area.

Protect and improve water quality and supply in the Town of Southold.
This proposal will not have any impact on the water quality and supply of the Town of Southold.
Policy 6
Protect and restore the quality and funcUon of the Town of Southold's ecosystem.
This proposal will not have any impact on the Town of Southold's ecosystem.

Protect and improve air quality in the Town of Southold.
This proposal will not have any impact on the air quality of the Town of Southold.

Our proposal will not limit public access to the coastal waters or public resources of the Town of
Southold. There is a bulkhead presently existing and the helical screws will not extend further
seaward.

Our proposal is'to reinforce a failing backing system. Reinforcing the backing will allow the property
owners to safely approach use this waterfront. This reinforcement is needed to maintain the integrity
of bulkhead.
