Twin Fork Landscape Contracting on behalf of JOINT BOARD OF ELECTRICAL INDUSTRIES
EDUCATION & CULTURAL HOLDINGS requests a Wetland Permit and Coastal Erosion Permit to
construct a rock revetment wall extending from the west property corner 330' to the east; utilize gee-
textile fabric on the foundation/seawall down 2-3' below existing grade and extend back out; re-
vegetate with American beachgrass; place boulders at a height of approx. 12" below the present
existing seawall/foundation structure and backfill with approx. 200 cy. sand; extend rock revetment wall
to the eastern property line along the bluff approx. 220' and provide toe armor along the existing bluff;
remove top of the bluff back inland approx. 15' and regrade; install a row of approx. 2 ten boulders at
the base of the existing bluff approx. 220' in length; backfill with approx. 800 cy. of fill; place coconut
jute gee-textile erosion control material on the entire bluff area and re-vegetate with American beach
grass and hydro-seed with seed mixture. Located: 3800 Duck Pond Rd., Cutchogue. SCTM#-83-2-17.3
The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of
Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards.
Based upon the information provided on the LWRP Consistency Assessment Form submitted to this
department, as well as the records available to me, it is my recommendation that the proposed action is
CONSISTENT with the Policy Standards and therefore is CONSISTENT with the LWRP.
Pursuant to Chapter 268, the Board of Trustees shall consider this recommendation in preparing its
written determination regarding the consistency of the proposed action.

LWRP CONSISTENCY ASSESSMENT FORM
A. INSTRUCTIONS
All applicants for permits* including Town of Southold agencies, shall complete this CCAF for
proposed actions that are subject to the Town of Southold Waterfront Consistency Review Law. This
assessment is intended to supplemeg, t other information used by a Town of Southold agency in
making a determination of consistency. *Except minor exempt actions including Building Permits
and other ministerial permits not located within the Coastal Erosion Hazard Area.
Before answerin~ the questions in Section C, the preparer of this form should review the exempt
.minor action list, policies and explanations of each policy contained in the Town of Southold Local
Waterfront Revitalization Program. A proposed aetion~ will be evaln_at~d as to its significant
beneficial and adverse effects upon the coastal a~ea (which includes all of Southold Town).
If any question in Section C on this form is anmatgred "yes" or "no", then the proposed action will
affect the achievement of the LWRP policy standards end conditions contained in the consistency
review law. Thus~ each answer must be explained in detail~ listing both supporting and non-
suooortin~ facts. If an action cannot be certified as consistent with the LWRP policy standards and
conditions, it shall not be undertaken.

REVISED EMERGENCY REQUEST/PROPOSED ACTION:
We have revised the original Gabion Basket construction based on our meeting 5/17/11
with Eric Star, Eugene Zamojcin and Alexa Fournier of the DEC and Jim King and Jill
Doherty, Town of Southold Trustee's.
Please see revised site survey proposing and as discussed:
PROJECT #1 ROCK REVETMENT
Construct a Rock Revetment wall extending from the west corner of the building 330ft to
the east end of building as illustrated on the revised site plan. The Rock Revetment wall
will be positioned as dose to the foundation as possible, minimizing the foot pdnt and
stay well within the high tide water mark. We will utilize GEOTEXTILE FABRIC on the
existing foundation/seawall down 2-3ft below existing grade and extending back out.
Primary Armoring Boulders will be positioned along the 330ff with sand fill and re-
vegetated with American beach grass. The Armoring Boulders will be placed at a
height of approx 12" below the present existing seawall/foundation structure and again
will be beck filled with approx 200 cubic yds of sand ensudng the structures stability
and root growth of natural re-vegetation.
PROJECT #2 BLUFF RESTORATION
Extending further EAST from the proposed rock revetment wall to the eastern property
line along the bluff (approx 220ft) we would propose to toe armor the existing bluff. This
will be a natural way to stabilize the present erosion. We will extend the lip back of the
bluff approx 15ft and re-grade. A row of approx 2 ton boulders will toe armor the base of
existing bluff, amidst already present naturally existing boulders(illustrated on site plan).
The toe armor will be of approx 220+/- ft in distance. The bluff will be backfilled with
approx 800 cubic yards of fill and compacted. We will place C150-coconut jute geo-
textile erosion control material on entire bluff area.

The bluff will be re-vegetated with American beach grass and hydro-seeded with coastal
erosion seed mixture and all soil amendments.
The m-vegetation and toe armor will re-nourish the bluff and allow for natural
stabilization. As discussed in the meeting this will not harden the shoreline it provides a
natural environmental solution of stabilization.
Equipment to distribute material will be pay loader/skid loader and excavator and hydro
seeder. All work to be performed on property site.
This project/option will restore/protect the present structure/environment while
minimizing the intrusion of hard structure into tidal wetlands.
