SCTM#1000-109.-7-9.3 Zoning District -LB This site plan is for the proposed renovation of an existing two story garage (2,400 s.f. total) to accommodate the offices of Cifarelli's Crystal Clear Cleaning Corp. in the LB Zoning District. There is no proposed change to the existing single-family dwelling; a proposed turf-block parking area is included. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, the proposed action is CONSISTENT with the LWRP, provided that the below recommendations are required in the site plan approval. 2.2 Protect and preserve archaeological resources. Conduct a cultural resource investigation when an action is proposed on an archaeological site, fossil bed, or in an area identified for potential archaeological sensitivity on the archaeological resources inventory maps prepared by the New York State Department of Education. Conduct a site survey to determine the presence or absence of cultural resources in the project's potential impact area. If cultural resources are discovered as a result of the initial survey, conduct a detailed evaluation of the cultural resource to provide adequate data to allow a determination of the resource's archaeological significance. The parcel is included within an archeo-sensitive area. However, due to the minimal area of soil disturbance proposed in the construction of the site plan, I recommend that the Board waive archeoloqical survey requirements. To further Po/icy 3, Enhance visual quality and protect scenic resources throughout the Town of Southold. A. Minimize introduction of structural design components (including utility lines, lighting, s/gnage and fencing) which would be discordant with existing natural scenic components and character; and The parcel is zoned LB (SCTM# 109.-7-7.3). The parcel to the south is also zoned I R (SCTM# 109.-7-10.4). The parcel (SCTM 109.-7-7.3) to the northeast is split-zoned AC, and R-40. The parcel (SCTM#109.-6-10) to the west (across New Suffolk Avenue) is zone R-40. To preserve the c~ua!jtv of life on the residential 7nned property to the north followinq is recommended: 1. Require a buffer of everqreen trees on the north property boundary from the Masonary Office & Gara.qe west to the asphalt driveway. The buffer dimensions, location and composition should be established as to not interrupt the line of site of the existinq driveway on (SCTM# 109.-7-7.3) to New Suffolk Avenue and recorded as a covenant. As a minimum, the planting shall consist of a double row of trees six feet in height planted at intervals of 10 feet on center. E. Preserve existing vegetation and establish new indigenous vegetation to enhance scenic quality: Preserve existing vegetation which contributes to the scenic quality of the landscape. It is recommended that the board require that the two existinq larqe trees that occur adjacent to New Suffolk Avenue be recoqnized as street trees and preserved. Note that the drywells proposed on the Draina,qe and Lightinq Plan (dated July 11,2011 ) could disturb the root systems of the existinq trees It is recommended that the Board allow the relocation of the dr/wells in the field as necessary to avoid the root systems of th~. existinq trees.
