Main Rd. & Youngs Ave.) Southold, NY 11971 Southold, NY 11971 Telephone: 631 765-1938 Fax: 631 765-3136 LOCAL WATERFRONT REVITALIZATION PROGRAM TOWN OF SOUTHOLD MEMORANDUM To: Martin Sidor, Chair Town of Southold Planning Board From: Mark Ten'y, Principal Planner LWRP Coordinator Date: July 25, 2011 Re: Proposed Conservation Subdivision of Priscilla Bull SCTM# 1000-20-1-1.4 & 1.5 Zoning District: R-80 This proposal is for a 75/75 Conservation Subdivision to subdivide a 19.52 acre parcel into 3 lots, where Lot 1 = 2 acres, Lot 2 = 3 acres (including a 1.66 acre r.o.w.), and Lot 3 = 14.44 acres of preserved agricultural land - the Development Rights were sold to Suffolk County. The proposed action has been reviewed to Chapter 268, Waterfront Consistency Review of the Town of Southold Town Code and the Local Waterfront Revitalization Program (LWRP) Policy Standards. Based upon the information provided on the LWRP Consistency Assessment Form submitted to this department, the proposed action is CONSISTENT with the LWRP, provided that the below recommendations are required in the subdivision approval. Policy 3. Enhance visual quality and protect scenic resources throughout the Town of Southold. Preserve existing vegetation and establish new indigenous vegetation to enhance scenic quality: Restore historic or important designed landscapes to preserve intended or designed aesthetic values. It is recommended that the Board consider installing street trees on Lot I in the area fronting Terry Lane and Lot 2 pursuant to (§ '161-44. Street trees). It is further recommended that due to the agricultural use on the area upon which development rights have been sold that trees along Terry Lane in this area be waived. Trees native to the area should be specified. K. Protect visual quality associated with agricultural land, open space and natural resources. Avoid structures or activities which introduce visual interruptions to natural landscapes including: a. introduction of intrusive artificial light sources b. fragmentation of and structural intrusion into open space areas It is recommended that the Board waive the street lighting requirements (§ 240-46. Lighting) to preserve the night sky. The surrounding properties water supplies are from private wells. Thero is no intent from the Suffolk County Water Supply to expand public water services to the area. Therefore, to fudher Policy 5, and protect and improve the water quality and supply in the area, and protect the water quality of the sole source aquifer, it is recommended that the following best management practices be required: t. Require the use of native plants, drought-tolerant plants in landscaping. 2. Prohibit the residential application and use of synthetic fertilizers and pesticides capable of entering the potable water supply. a. Require only the use of organic fertilizers where the water-soluble nitrogen is no more than 20% of the total nitrogen in the mixture. b. Require a maximum of 1 lb. of nitrogen per 1000 square feet in any one application, with a cumulative application of no more than 2 lbs. per 1,000 square feet per year. c. Apply fertilizer products only during the growing season (typically April 1st through November 1st). 3. Prohibit the use of underground storage tanks, (except those with spill, overfill and corrosion protection requirements in place).
