Commencement:
· The meetin9 began at 7:03 p.m. with seven LPC members present.
Adoption of Meeting Minutes:
· Acceptance of meeting minutes from December 13, 2011
MOTION made by Sam McCullough, seconded by Lillian Ball, to accept the Land Preservation
Committee meetin9 minutes from December 13, 2011, as amended with the followin9 addition:
"The LPC discussed, in depth, the need for restructurin9 procedures includin9 developin9 a system
for helpin9 to determine the merit of applications in light of the current state of preservation funding"
Motion carried: 6/0/1 (Ray Huntington abstained as he was not present at 12/13/2011 meeting)
Land Preservation Applications and Inquiries:
· SCTM# 1000-106.-9-2.3 (Cooper Farm)
Review and prepare comments for AgPDD application
Melissa Spiro 9ave overview of AgPDD change of zone legislation. Melissa described how AgPDD
will result in new zone for the particular farm parcel and that the new zone must include principal and
accessory uses, restrictions and control s for the specific property. LPC discussed 9eneral proposed
uses for AgPDD zones in depth.
Time did not permit conclusion or discussion of the Cooper Farm application. Melissa to prepare draft
proposal for zone based on LPC's discussion for review at next meeting
Since no discussion or action was to be taken on this particular application at this time, Eric Keil,
although havin9 a family relationship to the AgPDD applicant, was able to sit in on the 9eneral
AgPDD discussion.
SCTM #1001-7.-5-19 (Exxon-Mobil Property)
Status update from Stephen Searl
Stephen Searl of Peconic Land Trust gave update on proposed Exxon-Mobil preservation project in
Greenport. Project is moving forward and PLT is working on DRAFT easement that will be acceptable
to Exxon-Mobil, Peconic Land Trust and the Town. Stephen stated that DEC has signed off of some
of the remediation work already performed there but further environmental testing will be needed.
Village of Greenport has some concerns concerning security at site and loss of property tax
revenues.

Request for utility use from proposed wind turbine on adjacent property
MOTION made by Sam McCullough, seconded by Eric Keil, to revise LPC motion passed on
December '13, 20'1'1, regarding Joseph T. Macari's request for utility use from proposed wind turbine
on adjacent property crossing over Town PDR easement, to allow for a cable burial depth of 4 feet,
rather than 5 feet, and to require a recorded disclosure/survey of the buried utility line location.
Motion carried: 7/0
In letter to be sent to Mr. Macari with revisions and addition to original motion, include instructions for
five (5) days prior notice to be given to the Land Preservation Committee as to date of planned
trenching in order for LPC to perform an inspection of the trenching at the easement site.
SCTM #1000-121.-5-5.1 (SCWA property at Laurel Lake)
SCWA request for wind turbine on SCWA Laurel Lake Property
The Town Attorney, in an e-mail sent to Melissa Spiro, Land Preservation Coordinator, has requested
comments from the Land Preservation Committee as to a Town Board proposal to amend Chapter
280-13(A)(5) of the Town Code to include an allowance for small wind energy systems "to operations
of a public entity or special district".
MOTION made by Ray Huntington, seconded by Sam McCullough, that the Land Preservation
Committee in its response to Town Attorney's request for comments to Town Board's proposal to
amend Chapter 250-12(A)(5), recommends that "operations of a public entity" and "special district"
are defined and clarified.
In addition, the Committee recommends that the amendment exclude public lands purchased for the
purpose of passive recreation and/or open space purposes.

LPC member Allan Connell will re-inspect site for compliance with easement and repor~ back to
Committee.
